The Vice President, Legislative Affairs reports to the Senior Vice President of Government Relations and is responsible for achieving BAE Systems Inc. legislative goals, including federal policy initiatives and support for company programs. This position is responsible for overseeing development and execution of the company's legislative and other government affairs outreach in support of current and proposed defense, intelligence, civil and commercial programs. Position involves registration as a lobbyist. This role will require in-person work at headquarters location in Falls Church, VA.

Responsibilities include:

  • Lead the Legislative Affairs function with the highest level of executive leadership and strategic guidance setting objectives and direction;
  • Develop and maintain key relationships with members of congress, congressional committees, state and local government representatives and staff to effectively represent BAE Systems interests;
  • Attend/facilitate congressional engagements, including briefings, visits to company facilities, and events;
  • Meet regularly with CEO, sector Presidents and leadership to collaborate on priorities and provide advice to achieve company and sector objectives;
  • Oversee and support the Political Action Committee through strategic planning, fundraising, and attendance at events;
  • Provide the Senior Vice President and sector leadership with timely legislative updates and offer strategic input to the Integrated Business Planning Process (IBP) relative to business development strategy, programs, and budget;
  • Implement strategies and author/execute campaign plans to achieve company and sector objectives.
  • Accountable for the Legislative portion of the Government Relations budget;
  • Mentor, develop and grow direct reports and foster values of integrity, diversity, performance, innovation, and teamwork.


Required Education, Experience, & Skills
  • Bachelor's degree and a minimum of fifteen years related experience;
  • Comprehensive understanding of the defense industry, the federal legislative and budgeting environment and processes;
  • Extensive exposure to the legislative and political process and environment, U.S. national security policies and priorities, federal budgets and budgeting, and an understanding of the factors affecting legislative policy developments;
  • Experience communicating policy views to congressional staff and knowledge of the congressional environment, as well as knowledge about the professional standards for lobbyists;
  • The ability to quickly and thoroughly analyze a broad range of issues utilizing varied analytical techniques is key, as is sophisticated/strategic thinking to determine how best to influence decision/policy makers;
  • Deliver concise, incisive, logical written documents and having the professional presence to serve as the face of the Legislative team;
  • Must be willing and eligible to obtain a Secret security clearance;
  • Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning, presentation, and interpersonal relationship skills;
  • Must be flexible and demonstrate strong judgment/decision-making skills, and political insight;
  • Must be able to mentor and develop personnel to enable both personal and professional growth within a culture of innovation, collaboration, and excellence.


Preferred Education, Experience, & Skills
  • Master's degree in a relevant field;
  • Active Secret clearance.
