The LRT Expansion & Renewal Branch is hiring an Engineering Program Manager. The LRT Expansion & Renewal Branch is responsible for the delivery of LRT capital projects such as Metro Line, Valley Line and Capital Line. The Branch is guided by and aligned with Council's strategic goals, the City Plan, and numerous other Council approved policies and initiatives. The direction set by these strategic plans, priorities, and policies have culminated in a commitment to create a compact and more integrated urban environment, and establish an integrated mass transit network that connects people to destinations. In contribution to this vision, the LRT Expansion & Renewal Branch is currently overseeing approximately $6 billion in LRT expansion projects. 

Reporting to the General Supervisor, this position will be focusing on various LRT transportation structure and facility scopes for new and existing LRT infrastructure which includes LRT stations, LRT Operations and Maintenance Facilities, utility complexes, bridges and tunnels. The Engineering Program Manager will lead a team of internal and external professionals in the design and construction phase of the Capital Line South Extension project, implementing project management principles to ensure project delivery to the highest standards. 

What will you do? 

  • Project management of the LRT structure and facility scopes throughout the design and construction phase. This includes administering consultant and contractor contracts, overseeing design preparation and field reviews, and managing multi-disciplined engineer consultants
  • Act as the City's technical scope lead for LRT structure and facility scope on the Capital Line South Extension project
  • Supervise Engineering Project Manager and other assigned project resources
  • Oversee the design, delivery, and quality audit process of work performed by multi-disciplinary teams consisting of project managers, consultants, contractors, clients and stakeholders with a focus on transportation infrastructure and facilities
  • Review and seek expertise from other technical experts as required to accept the design and delivery of work performed by engineering consultants and contractors
  • Ensure appropriate specifications and standards are developed and/or used based on technical expertise and management of engineering specialists
  • Apply technical and engineering expertise to guide Engineering Consultants to anticipate, identify and resolve issues that may impact the project
  • Plan, budget, align and assign the projects in a way that maximizes the skills and internal and external resources available to support the project
  • Provide oversight of LRT structures and facilities delivery, including bridges, LRT stations, buildings, LRT Operations & Maintenance Facility, utility complexes, and tunnel/underpass structures
  • Develop and implement unit processes and track performance measures to ensure successful delivery of projects
  • Adhere to the Project Management methodology, policies, processes and core requirements, guiding the expectations for Project Manager knowledge excellence
  • Manage program budgets and outcomes
  • Lead, establish and exemplify the desired culture that supports the Integrated Infrastructure Services (IIS) Vision and Mission as well as the Corporate Leadership Principles
  • Establish, demonstrate and hold others accountable to the values of the Department, Branch, Section and Unit 
  • Foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
  • Act as an agent of change and foster an open environment of continuous input and feedback from team members
  • Support operational/strategic initiatives, resource and financial management
  • Ensure project management follows the City of Edmonton's Project Development & Delivery Model (PDDM) and Project Management Reference Guide  
  • Review of feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals
  • Define the project goals, objectives and planned deliverables in order to fulfill the requirements of the Strategy and Operate Business Partners and Project Sponsors
  • Develop and steward relationships that support the success of the projects
  • Develop and implement robust public/stakeholder engagement processes and activities, working in collaboration with communication teams
  • Perform other related duties as required
