Description

Facility Planning and Design Section of Infrastructure Planning and Design within Infrastructure Services manages the planning and design of City facilities as well as providing support, coordination and oversight to community facilities delivered through partnerships. The Section is seeking a qualified individual to join their team of professionals who are responsible for project management of the planning and design of City Facilities as well as Partner and Community projects.

Working in a fast paced environment you will join a team of dynamic Planning and Design professionals who provide project management services to deliver City of Edmonton facilities and support community projects. The successful candidate will have exceptional organizational skills, a keen eye for detail, and an interest in developing strong relationships with a diverse range of stakeholders.  

What will you do?

  • Manage the planning and design processes for facility construction and rehabilitation projects including operational/strategic initiatives, resources and financial management
  • Lead the definition of Business Partner requirements into a functional program for specific projects and determine the type and character of design required
  • Manage and support business case development, project charter development, program and partnership development, and communication and public engagement process
  • Manage all phases of consultant contract administration through planning and design, including procurement
  • Define and maintain scope, schedule and budgets in the management of multiple projects including variance reporting, project status reports and Council Reports
  • Review and prepare feasibility studies, master plans, functional programs and design reports including drawings and specifications review
  • Work in integrated manner to support the Delivery phase of project including detailed design, construction, and operation and maintenance
  • Ensure corporate standards, policies, regulations and legislation are complied
  • Provide exceptional Business Partner and Community Partner service
  • Develop creative solutions to complex problems
  • Perform other duties as assigned
Qualifications

Completion of a four (4) year university degree in a related field, such as Engineering, Architecture, Landscape Architecture, Environmental Science, Business, or Project Management.

  • Completion of a four (4) year university degree in a related field, such as Engineering, Architecture, Landscape Architecture, Environmental Science, Business, or Project Management
  • A minimum of six (6) years of directly related experience in project management for infrastructure planning, design, construction, or a related area of specialization
  • OR 
  • Completion of a two (2) year diploma in a related field, such as Engineering, Construction, Architecture, Landscape Architecture, Environmental Science, Project Management, or a relevant Trade Certification
  • A minimum of eight (8) years of directly related experience in project management for infrastructure planning, design, construction, or a related area of specialization

Assets: 

  • Coursework or specialized training in project management (such as PMBOK best practices)
  • Specialized training or coursework in financial management or leadership development

Skills required for success:

  • Comprehensive understanding of construction processes related to civil, structural, architectural, mechanical, electrical, and/or landscaping disciplines
  • Proven planning, organizational, and problem-solving skills with the ability to manage complex, multi-disciplinary teams
  • Strong conflict resolution and negotiation skills, with a track record of solving complex and sensitive issues
  • Excellent verbal and written communication skills, including facilitation, report writing, and presenting data clearly to diverse audiences
  • Demonstrated ability to delegate effectively, empower team members, and foster a collaborative, growth-oriented environment

Conditions of Employment:

  • Working knowledge of and compliance with relevant codes, legislation, regulations, and procedures (including OH&S, Environmental, and the Builders Lien Act)
  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance.

Work Environment:

  • The position primarily involves sedentary to light office effort, including sitting, standing, walking, and regular visual acuity for project documentation
  • Occasional site visits may require the use of protective equipment such as safety footwear, head protection, and high-visibility gear
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance

Salary Range: $54.155  - $69.110  (Hourly); $95,407.570  - $121,754.540  (Annually)
