Are you a tech-savvy data professional who thrives on translating complex operational data into actionable insights? The Mobility Infrastructure Services (MIS) section within the Parks and Roads Services branch is seeking a collaborative Strategic Systems Analyst to join our Business Performance and Analytics (BPA) Team.

Reporting to the Supervisor, Business Performance and Analytics, the Strategic Systems Analyst serves as an embedded technical and analytical partner supporting the Mobility Infrastructure Operations (MIO) unit—including Snow and Ice Control, Spring Sweep, and Reactive Sanitation programs—with additional support across Mobility Infrastructure Services (MIS) priorities as directed.

In this dynamic role, you will bridge the gap between complex field operations and enterprise IT systems. You will design, build, and maintain automated ETL data pipelines, custom mobile field applications, and interactive visual dashboards in Tableau. By working directly alongside frontline crews and section leadership, you will translate raw operational data into clear, actionable "Data Stories" and robust KPI frameworks that drive data-informed decision-making across the City.

What will you do?

  • Design, deploy, and maintain interactive, responsive dashboards using Tableau, Power BI, and Google Looker Studio aligned with the MIS Reporting Framework
  • Support the implementation of the MIS Performance Management Framework and build Enterprise Performance Measures aligned with corporate, branch, and section goals
  • Maintain KPI registries for the assigned MIO portfolio, analyze system data, and define operational baselines against unit KPIs and service levels
  • Design integrations for data pipelines, ensuring that the data sourced from an array of databases or systems is efficiently gathered and stored within the City of Edmonton's agreed database
  • Develop and configure custom operational tools, web interfaces, and mobile data collection apps using AppSheet, Google Apps Script, ESRI Field Maps, and ArcGIS QuickCapture
  • Use existing, corporate-approved software to address operational demands and may need to work collaboratively with the Service Innovation and Performance (SIP) team or the Department Strategy Section (DSS) to build solutions that assist in the collection, storage, evaluation, and reporting of information
  • Respond to routine and ad hoc requests for information from a variety of stakeholders
  • Turn operational data into clear insights and establish reliable, automated reporting processes
  • Act as a technical support, addressing and rectifying issues related to the analytical and operational software/programming tools designed by the Business Performance and Analytics team and used by the Mobility Infrastructure Operations unit
Qualifications

  • University degree in Computer Science, Computer Engineering, Software Engineering, Statistics, or a related Engineering/Computer Science field
  • Minimum of five (5) years of experience in business software development, business intelligence analysis, statistics, or software project management

Assets:

  • Supporting education or professional training in software development, IT systems, process improvement, or business analytics
  • Project Management Professional (PMP) designation and/or Change Management certification

Skills required for success:

  • Scripting & Database Engineering: Strong proficiency in AppsScript, Python, JavaScript, C++, SQL, FME, GCP (BigQuery), and ERP integration concepts (e.g., SAP / SAP S/4 HANA)
  • BI & Dashboard Development: Expert-level mastery of Tableau, Power BI, Google Looker Studio, Google AppSheet, and Google Sheets
  • Analytics & Data Storytelling: Advanced ability in complex data modeling, data cleansing, statistical analysis, and translating data into audience-tailored narratives
  • Business Analysis & IT Governance: Solid expertise in business process modeling, IT architectural standards, data governance, and emerging technology evaluation
  • Interpersonal & Communication Skills: Exceptional ability to build relationships, engage diverse stakeholders (from frontline staff to executive leaders), and balance competing priorities in a public sector environment
  • Troubleshooting: Ability to troubleshoot systems, conduct solution maintenance, and ensure compliance with IT architectural and security standards
  • Geospatial & Field Mobility Systems: Working knowledge of ArcGIS Online/Pro, ESRI Field Maps, ArcGIS QuickCapture, and JSON integrations with geodatabases

Work Environment:
