The open position is for a Staff Environmental Engineer/ Lead Environmental Scientist (LDAR Specialist) as a member of the Enterprise Products Corporate LDAR group as a Subject Matter Expert (SME). This position will be located at Enterprise's Mont Belvieu, TX office. The position will provide oversight of the Leak Detection and Repair (LDAR) program including some general air quality regulatory compliance support for the Houston Region Operations facilities.

  • As a key member of the Enterprise Products LDAR team, this role will be responsible for a full range of activities including, but not limited to:

  • Oversee contractors to ensure they are performing required tasks and programs efficiently, accurately, and safely (work with plant operations/maintenance and EPD Field Environmental on field compliance).
  • Responsible for field quality and improvement of the LDAR program.
  • Conduct periodic field audits on LDAR contractor personnel. Ability to carry a TVA on a daily basis.
  • Development of both field and database QA/QC tools for overall LDAR program. Must understand how to data mine the LDAR databases for anomalies.
  • Regulatory assessments of potential compliance gaps.
  • Review documentation of Daily Calibration/Precision Calibration /response time tests/drift checks of monitoring instruments.
  • Review open leaks to manage deadlines and repairs including all Delay of Repair components.
  • Provide updates and reports to Operations, Field Environmental, and Corporate LDAR Team.
  • Assist in the Management of Change (MOC) and Work Order processes to maintain the accuracy of field inventories. Document and review LDAR inventory.
  • Participate in OGI surveys (when needed).
  • Support VOC repair crew (if necessary).
  • Assist Corporate LDAR and Field Environmental in the identification of new or modified rules as well as site regulatory applicability.
  • Takes initiative and is proactive in addressing issues. Quickly and efficiently completes tasks.
  • ·         Works in temperature extremes due to weather conditions and operating equipment.

  • Contribute to development of LDAR program training and maintaining procedural documents.
  • Work with Field Environmental to interface with regulatory agency representatives for information requests, inspections, periodic reports, audits, and other related activities.
  • Ensure that Enterprise Products LDAR policies, procedures, and requirements are followed.

     



Requirements

A successful candidate will meet the following qualification:

  • A minimum of 15 years of experience primarily in LDAR in midstream oil and gas, petrochemical, or refinery and performance testing experience (Required).
  • Experience with EPA Consent Decrees for LDAR matters (Required).
  • Knowledge and experience with all aspects of Chemical & Gas Plant LDAR compliance programs (Required).
  • The ability to assume responsibility, prioritize and respond to multiple tasks under potentially stressful and/or hazardous conditions.
  • Knowledge and experience with all aspects of Optical Gas Imaging (OGI) camera federal and state LDAR compliance programs (Required).
  • Knowledge and experience with LDAR state and federal regulatory requirements. With a comprehensive understanding of 30 TAC 115 & 116, 28 Series Fugitive programs, HRVOC, NSPS VV, VVa, KKK, OOOO, OOOOa/b/c, HON, MON, MACT, NESHAP (SME Required).
  • Ability to effectively communicate with operations/technical staff, management, legal, and regulatory agency personnel.
  • The ability to perform basic mathematical calculations, such as, percentages, ratios and proportions to practical solutions is required.
  • Operational experience include understanding of MOC program processes, general Work Order processes, understanding of chemical and Gas plant processes and ability to understand P&IDs.
  • Experience in technical and computer skills, including Microsoft Office Suite applications (required), Power-BI experience preferred.
  • Excellent written and verbal communication skills.
  • Must be proficient with LDAR database software programs Skybridge and LeakTracker Pro (Required).
  • Knowledge and experience with LDAR related hardware and tools (TVA's, Handheld PC's and Tablets) (Required).
  • Ability to climb stairs, ladders, work from heights, and lift 50 lbs.
  • Ability to work in the field 60% - 70% of time with a lot of walking and may work in a standing, sitting, lying down, crouched or kneeling position. Note: Not an office position.
  • Ability to prioritize and organize daily tasks in a demanding environment.
  • Possess strong critical thinking skills (problem solving). The ability to assume responsibility, prioritize and respond to multiple tasks under potentially stressful and/or hazardous conditions. 
  • Possess strong organizational, planning and scheduling skills.
  • Accountable for personal safety, the safety of co-workers and promoting a safe work environment
  • Bachelor's Degree (Preferred, but not required) with 15 years of relevant LDAR work. Or a High School Diploma or equivalent with 15 years of relevant LDAR work experience.
  • Valid driver's license with no restrictions that would prohibit driving a company vehicle is required.
  • Work Schedule: This position will be an 8.75/5 Monday to Friday schedule. The ability to take call-outs is required.
