Job Summary


Leads the strategic planning, execution, and oversight of the Facilities Development and Support Division (FDSD) to ensure a safe, suitable, and high-performing learning and work environment. Collaborates across all Kamehameha School (KS) groups and divisions to manage the implementation of preventative maintenance, major repairs, renovations, and capital projects aligned with KS' mission, long-term goals, and performance benchmarks. Manages new construction policies, educational program and asset development, and budgets under the Major Repair and Capital Improvement Project (MRCIP) program.  Oversees financial oversight, reporting, and identifies process improvements to ensure project and division success. 

Essential Responsibilities

Strategic Direction and Leadership

  • Establishes and implements policies, procedures, and performance metrics to set clear goals, ensure accountability, and align division performance with organizational objectives.

  • Oversees the planning, implementation, and updates of program specifications and capital projects, including major repairs, renovations, and new construction, to support KS educational, Aina Pauahi, and operational needs, ensuring consistency in design and service delivery.

  • Develops and executes programs to optimize efficiency, reduce costs, and mitigate risks, including preventative maintenance and sustainability initiatives.

  • Establishes and implements strategies to manage financial, environmental, and contractual risks in development and construction, ensuring safety, regulatory compliance, environmental stewardship, and efficient execution.

  • Oversees project timelines, resources, stakeholder engagement, and construction management, including risk management, contractor performance, regulatory interactions, and quality assurance.

  • Leads and develops a high-performing team, fostering a culture of accountability, continuous improvement, and innovation.

  • Aligns talent management strategies with organizational priorities, providing mentorship and professional development to ensure workforce readiness and adaptability.
     

Facilities Planning, Execution and Budget Management

  • Ensures projects align with master planning efforts, financial parameters, and organizational goals while directing design, engineering, and construction management activities to meet quality standards and compliance.

  • Recommends and implements land-planning, entitlements, sustainability, and facilities management strategies for each property.

  • Oversees capital program planning, project scheduling, and budget reporting, providing regular updates to executive leadership.

  • Leads the execution of educational and endowment operational plans, collaborating with internal stakeholders to identify and implement facility requirements aligned with KS' goals and objectives.

  • Directs activities to secure legal and governmental entitlements (e.g., zoning, permitting, land acquisition), including approval of necessary documents, briefings, and testimonies.

  • Develops and manages the division's budget, ensuring fiscal responsibility while aligning financial resources with institutional priorities and strategic objectives.

Stakeholder Engagement and Collaboration

  • Manages the Environmental Management Program, collaborating with internal and external experts to ensure compliance with local, state, and federal sustainability regulations.

  • Builds partnerships and collaborates with internal and external stakeholders to align facilities strategies with institutional goals and enhance development efforts.

  • Manages vendor contracts, ensuring quality, cost-effectiveness, and representing KS in regulatory and community discussions related to facilities planning and management.

  • Serves as a representative to external stakeholders, including government agencies, trade organizations, developers, and the planning, design, and construction industries.

  • Administers and approves the solicitation, negotiation, and execution of consultant and construction contracts, ensuring adherence to KS' construction policies.

Program Oversight and Reporting

  • Regularly updates the EVP – Administration on program developments, trends, and challenges, offering well-informed recommendations for action.

  • Analyzes, tracks, and reports on financial data related to the MRCIP program, preparing schedules and projections to support division management.

  • Manages a team that oversees the following:

    • capital projects align with financial, strategic, and operational goals while adhering to policies and timelines;

    • prepares and administers comprehensive schedules and status reports for all MRCIP projects, ensuring accurate financial tracking;

    • maintains detailed financial records for MRCIP projects, including authorizations, contracts, amendments, invoices, and payment records;

    • ensures contracts for consultants and construction-related services comply with internal procedures, policies, and quality standards;

    • oversees outside consultants, providing final approval over scope, fees, schedules, and performance to ensure successful project completion;

    • identifies and implements technological solutions to enhance department operations and manages staff, consultants, and vendors involved in projects.
       

Position Requirements

Minimum Qualifications - An equivalent combination of education and experience may be considered in lieu of the requirements listed

  • Bachelor's Degree in Business, Finance, Architecture, Engineering or closely related field.

  • Minimum of 10 years of senior or executive management experience or progressively responsible experience in capital and facilities planning, management and budgeting and previous management/supervisory experience.

  • Demonstrated ability to set strategic vision, direction, and coordinate multiple organizational strategies.

  • Proven leadership and management skills, with the ability to oversee units and programs with critical outcomes and deadlines.

  • Proven experience in construction and facility planning, with expertise in facility programming, design, permitting, and construction processes.

  • Excellent communication skills, both written and oral, with a quick grasp of business objectives.

  • Exceptional interpersonal skills with the ability to navigate high-level negotiations and build strong relationships across all organizational levels.

  • Skilled in gathering qualitative and quantitative data and analyzing information from diverse sources, drawing conclusions, identifying gaps, and generating solutions.

  • Experienced in administrative and business management, including budget preparation, review, and staff management across professional, technical, and administrative roles.

  • Skilled in project and process management, with attention to detail.

  • Ability to simultaneously manage multiple projects while achieving high level results.

  • Knowledge of charitable, tax-exempt institutions and their operational requirements.

  • Skilled at fostering a positive team culture and effectively supervising, guiding, and providing feedback to staff.

Preferred Qualifications

  • Knowledge and understanding of tax-exempt organizations and educational organizations.

  • Experience and knowledge with the preparation of programs and budgets for capital improvement projects.

  • Experience and knowledge with the process required to secure entitlements.

  • Experience with administering an organizational/departmental budget exceeding $ 5,000,000.

Physical Requirements

  • Frequently sits, perform desk-based computer tasks and grasp light or fine manipulation, talk or hear.

  • Occasionally stand and/or walk, write by hand, and lift and/or carry, push and/or pull objects that weigh up to 10 pounds.

  • Rarely twist, bend, stoop, squat, kneel, crawl, climb, reach or work above shoulder, or grasp forcefully.

Working Conditions

  • This position may involve traveling to various locations, including neighbor islands to conduct business.

  • Work is conducted in an office/school environment and may require work to be conducted in non-standard workplaces.

  • Work is typically conducted Monday through Friday at normal business hours but evening and weekend hours are often required to meet goals and objectives.

170,400.00 - 243,500.00 Annual

Based on the compensation range provided below, salaries are commensurate with job-related experience, skills and competencies, education, internal equity, length of work year, and other organizational needs.
