The Government Contract Manager is responsible for overseeing the full lifecycle of contractual agreements supporting Federal government programs. This position manages the development, negotiation, execution, and administration of prime contracts, subcontracts, task orders, and related agreements to ensure compliance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and applicable agency requirements. The role also supports internal stakeholders across operations, finance, and program management to promote effective contract governance and risk mitigation.

 

Contract Formation & Negotiation

  • Oversee the development, negotiation, and execution of all contractual agreements, including prime contracts, subcontracts, task orders, and purchase orders.
  • Lead and direct the activity of the contract administrator and supplier relations manager.
  • Draft, review, and redline contract clauses, statements of work, and correspondence as needed.
  • Prepare consulting agreements, independent contractor agreements, and subsequent amendments.
  • Issue and negotiate subcontracts under prime contract awards, ensuring appropriate flow-down clauses and compliance with FAR/DFARS requirements.
  • Prepare and process contract modifications for subcontracts and task orders.

Compliance & Risk Management

  • Identify and assist in resolving compliance issues across all phases of contract performance.
  • Complete and maintain all required representations, certifications, and disclosures for Federal contracts.
  • Ensure compliance with company policies, federal procurement laws, and ethical standards.
  • Maintain contract files, records, and documentation to ensure audit readiness. Oversee submission of required reporting.

Internal Collaboration & Support

  • Partner with business development teams and program managers to interpret and implement contract terms, funding levels, and deliverables.
  • Work closely with accounting, finance, and operations to ensure consistency between contractual commitments and project execution.
  • Provide guidance on contract interpretation, risks, and remedies to leadership and project teams.

Process Improvement & Governance

  • Recommend and implement improvements to corporate procedures for contract development, review, and execution.
  • Contribute to continuous improvement of standard templates, checklists, and tracking tools for contracts, subcontracts, independent contracting agreements, and teaming agreements.
  • Support the company's strategic goals by ensuring contracts are structured to promote growth, compliance, and operational efficiency.

Qualifications

  • 5+ years of experience supporting Federal government contracts.
  • Bachelor's degree in Business Administration, Legal Studies, or a related field (preferred).
  • Thorough knowledge of FAR, DFARS, and other Federal procurement laws and regulations.
  • Prior experience with large organizations providing professional or technical services to the Federal government is highly desirable.
  • Strong negotiation skills and the ability to exercise sound judgment and discretion.
  • Exceptional organizational skills and ability to manage multiple priorities in a fast-paced environment.
  • Proficient in Microsoft Office and contract management systems (e.g., MS Teams, GovWin, CLMs/CRMs).
  • U.S. citizenship required.
