We are currently seeking a Scientific Policy Analyst with the National Institutes of Health in Bethesda, MD
This is a long-term contract position which offers:

TASKS. The contractor shall:
- Coordinates congressional activities for OSPP, including tracking legislation of interest to Institute, interacting with congressional staff, responding to congressional inquiries, coordinating congressional reporting, preparing senior NINDS leadership for hearing, bridging and meetings.
- Maintain current knowledge and familiarity with significant scientific advances, programmatic advances, and staff expertise in multiple areas of neuroscience research.
- Communicate scientific, programmatic and related policy information in a clear, concise manner to a variety of audiences, from scientific and technical experts to lay audiences with non-science backgrounds
- Collaborate with staff and participate in strategic plan development and scientific reporting, including conducting gap analyses, synthesizing recommendations from content matter experts, and writing summary documents.
- Plan and develop analyses, reports and other narrative materials in response to requests related to the NINDS research portfolio and originating from a variety of audiences, including the NIH Office of the Director, NINDS senior staff, Congress, Department of Health and Human Services (DHHS), the White House, advocacy organizations, members of the public, and other stakeholders of neuroscience research.
- Draft reports of program-related activities.
- Prepare background materials and provide context on a range of policy and program issues; prepare, write and edit technical proposals and papers, including topics related to international research policy and novel program evaluation.
- Work with staff to design and conduct program evaluation studies, the analysis of research activities, and the analysis of programmatic and portfolio data and analysis to support program assessments.
- Perform research and analyses in support of strategic planning, program planning and reporting activities.
- Collaborate with staff and participate in strategic plan development and scientific reporting, including conducting
- Prepare a broad range of recurring and special documents containing substantive scientific information and other program data, such as related fiscal data, and policy options.
- Design, develop and conduct a literature overview on several topics; analyze the research results, validity of the study design, results presented and summarization of the overall search results.
- Identify pertinent literature, resources and other documents to support the review process.
- Participate in the development of Institute-supported programs and initiatives.
- Support the Branch by providing advice and assistance on a broad range of unique or recurring issues that require examination.
- Prepare documents to identify problem areas, trends, and areas of imbalance, measure progress towards goals, outline options and the feasibility of alternative approaches and include recommendations.
- Analyze research findings and preparing science advances in coordination with extramural research program directors.
- Compile information and data for reports and responding to data calls related to program research.
- Identify major research questions and issues, analyze data and collaborate with staff on several systematic reviews of the literature.
- Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.
- Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute's senior leadership.
- Prepare materials for the appropriations hearings, advisory counsel and working groups meetings; attend Congressional briefings summarize meetings for senior staff and present finding to staff for discussion.
- Serve as liaison for OSPP and/or NINDS for groups, committees involving trans-NINDS, trans-NIH, or trans-agency projects involving NINDS, other NIH Institutes and Centers, NIH, DHHS, the scientific community and other stakeholders.
- Provides expert guidance to management about public policy issues and provides recommendations for appropriate action.
- Identify major research questions and issues, analyze data and collaborate with staff on several systematic reviews of the literature.
- Provide scientific, analytical and/or policy support, assistance and coordination to senior leadership and program staff related to a broad range of institute activities.
- Analyze input from stakeholders related to the research portfolio and synthesizing those responses for the Institute's senior leadership.
- Provide advice and guidance to staff responsible for the formulation, development and establishment of extramural research policies and operations.
- Perform detailed analyses of legislation that impacts NINDS and NIH and communicate findings to senior leadership and staff in a timely manner.
- Maintain familiarity with and track external stakeholders' legislative priorities as well as research and legislative issues of relevance to NINDS.
- Coordinates the daily workload of junior staff.
- Participate as a full team member in the Office of Science Policy and Planning; participate in problem-solving and work with staff to contribute to and accomplish team goals/initiatives.
- Plans and presents at meetings regarding current and new initiatives.
- Plan, organize and participate in technical meetings and consultations that convene diverse groups to discuss key issues, identify research gaps and priorities, and articulate research agendas around particular research topics.
- Identify participants, speakers and session moderators; provide content support.
- Prepare background materials, goals and objectives, and agenda.
- Attend information-gathering workshops, conferences, etc., to inform the white paper content and stakeholder workshop development.
- Assist in developing presentations to groups, including but not limited to, the preparation of speeches, slides and speaking notes.
REQUIREMENTS. The contractor must have:
- Master's of Science in Neuroscience and/or related fields
- Knowledge of NIH grants and funding mechanism
- Experience with: Legislative & Strategic planning, Policy briefs, Portfolio analysis, Scientific Writing
- Experience with Software such as: PowerPoint, SharePoint, Excel, WebEx, Word
