JOB SUMMARY: Under the direction of the Superintendent, the Chief Business Official provides leadership for the District's business and support functions in order to maximize resources in service of student achievement. The Chief Business Official serves the district by managing assigned operations in accordance with board-adopted policies; providing information to the Board, Superintendent, staff and public; ensuring compliance to established policies, procedures and/or codes; overseeing various departments including Fiscal Services, Child Nutrition Services, Transportation, Facilities and Maintenance, Purchasing and Warehousing, Risk Management, Extended Day Program and Technology Services; and addressing a variety of administrative needs and processes.      ESSENTIAL FUNCTIONS:

  • Serve as a member of the Superintendent's cabinet and is a problem-solving, collaborative participant on all District leadership and management issues. 
  • Directs and coordinates all Division functions through the Facilities, Maintenance, & Operations, Fiscal Services, Child Nutrition Services, Extended Day Program, and Technology Departments. 
  • Oversees Communications, Risk Management, Safety and Security functions in the district. 
  • Supervises the development, management, and oversight of the district annual budget and interim reporting processes in accordance with all state and federal regulations in support of the district's instructional and organizational goals and plans. 
  • Responsible for the planning, organization, coordination and implementation of the school housing, and facility program; including (1) the modernization of school buildings and district facilities, and (2) the repair, maintenance, alteration, reconstruction and relocation of existing school buildings and district facilities. 
  • Prepare Board agenda items and information relative to business matters and attend all Board meetings. 
  • Prepare reports required by the State Department of Education, The Board of Education and the Superintendent. 
  • Active participant in negotiations for the District with certificated and classified unions. 
  • Administers and supervises Risk Management and Property and Insurance Programs. 
  • Administers the annual District and school safety planning process and program. 
  • Monitor and authorize department budget expenditures in accordance with established guidelines. 
  • Advises the Superintendent, Board, and others on all matters relating to the functions of the Business Division. 
  • Directs the development and revisions of Board policies related to the Business Division. 
  • Provides District negotiator with financial information relative to the collective bargaining process. 
  • Identifies, defines, and describes policy issues, service programs, and community concerns related to the functions and activities of the Business Division. 
  • Plans, directs, and participates in the delivery and administration of assigned services and programs; confers with division staff and management personnel to identify and resolve problems, conflicts, and controversies. 
  • Works collaboratively with leaders of other administrative programs in integrating and coordinating individual effort into a unified program for the district. 
  • Reviews and administers outside service contracts for work performed. 
  • Devises comprehensive and effective systems of record keeping in accordance with the needs of the Business Division and the policies, regulations, and laws affecting the Business Division. 
  • Appraises the district's financial position and issues periodic reports on district's financial stability and growth. 
  • Develop and update the planning database for schools and district facilities (e.g. student enrollments, construction rates, student yield factors, address grid systems, building data, district maps, school boundaries, etc.). 
  • Develop and update the short and long range master plans for new and existing sites, schools and district facilities. 
  • Direct the preparation and submittal of applications and plans for state funds, city funds, county funds, impact fees, developer fees, bond funds and other local funding sources. 
  • Direct, negotiate, implement and supervise the sale, disposal, trade or acquisition of district easements, leases, agreements, sites and facilities. 
  • Attend and participate in Board of Education, Superintendent's Cabinet, staff, state agency, city, county, and community meetings as required. 
  • Perform other duties as assigned by Superintendent.

EDUCATION AND EXPERIENCE: 
  • Master's degree in Business Administration 
  • A minimum of five (5) years of experience in one of the above fields, including at least four (4) years of experience in a supervisory capacity. 
  • Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.  
LICENSES AND OTHER REQUIREMENTS:
  • Valid California Class C driver's license and current auto insurance.
