Title and Summary

Director, Public Policy Mastercard is looking for a person to be responsible for the daily Government affairs work in France:
• The person will be part of the European Government affairs team and he/she will engage and influence the external environment in which Mastercard does business to enhance opportunities and remove or mitigate threats and risks.
• The person reports into the European Public Policy function and will work in close co-ordination with the rest of the European Public Policy team, as well as in close collaboration with the country team, communication, regulatory and other functions as appropriate to deliver on the government affairs objectives.
• This person will also participate in the development of Mastercard Europe's government affairs strategy and lead the execution thereof, particularly at EU Member State level.
• The Government affairs person will be responsible for establishing and maintaining excellent relationships with key external stakeholders such as regulators, legislators, consumers, merchants, banks, opinion shapers etc. He or she will make sure Mastercard is well positioned in policy fields related to Mastercard's areas of activity.
• This Government affairs function will be based in Paris (France).

Role
• Lead the development and execution of Mastercard's public affairs strategy at French level with the most efficient tactics and approaches as well as executing these successfully.
• Identify key contacts within all relevant institutions like French Government, Banque de France, Parliament, etc. and also with all relevant third parties such as merchant associations, consumer organizations, etc.
• Pro-actively manage these relationships and position Mastercard as a source of expertise and a trusted partner in the national and European policy debate pertaining payment issues and not only.
• Support the local business development team in developing business opportunities with central and local governments.
• Manage the external agency with the objective to keep them involved in the government affairs strategy and work collaboratively with all relevant internal external and stakeholders.
• Be the local Government affairs resource and be the day-to-day contact with the country management, while being part of a European Team that provides the overarching guidance on priorities and objectives.
• Monitor and analyze all relevant legislative developments, draft positions in coordination with the relevant internal teams and attend or arrange events.

All About You
• More than 8 years' professional experience in government affairs, government relations and campaigning in the French political environment.
• Previous working background within French public authorities, institutions, political parties, etc is welcome
• To be able to monitor and follow up independently any legislative development that may be interesting for Mastercard
• A proven track record in devising and implementing strategic government affairs campaigns for a large company, working with industry coalitions, third parties and media to significantly affect policy shift
• Excellent understanding of French and European political decision-making processes
• Demonstrate to have an extensive policy network among key policy-makers and stakeholders in France
• The ability to provide counsel on financial regulatory/legislative issues and work closely with country managements.
• A confident and diplomatic manner with strong and proven influencing skills.
• Ability to communicate complex concepts in clear and understandable language.
• Strong linguistic skills. Fluent in French and English (written and spoken) is an absolute requirement. Other languages are an asset.
