Overview

The Payment Network Solutions - MDS Batch system supports clearing and settlement for single message customers. Our team of Designers, analysts, developers, testers and subject matter experts work together to build and maintain the application.

We are seeking a highly motivated and experienced Technical Program Manager to lead cross-functional initiatives that drive strategic delivery across Mastercard's technology platforms.
This role requires a blend of technical depth, program management expertise, and stakeholder engagement to ensure successful execution of complex programs.

Key Responsibilities:

- Lead the planning and execution of large-scale technical programs across multiple teams and geographies.

- Define program scope, goals, and deliverables that support business objectives in collaboration with stakeholders.

- Decomposes business requirements and customer experiences into features and functions that drive the platform/product roadmap

- Works with and external Technical Project Managers, Product Development Partners, Developers and internal customers to define the details behind the business requirements

- Collects and shares features and user stories with engineering teams

- Create clear acceptance criteria for requirements and ensure comprehensive coverage of development and testing scope, including functional, performance, and security validations.

- Builds tight connections to resources to drive overall strategy and teams inside your organization while influencing those outside your organization to deliver the expected results

- Leverages data analysis skills to research difficult or ambiguous problems, leading cross-disciplinary teams where necessary and communicating recommendations to senior leadership

- Uses data driven metrics as a feedback loop into the backlog and balances the priorities against new feature requests

- Develop detailed program plans, schedules, and resource allocations.

- Identify and manage risks, dependencies, and issues across the program lifecycle.

- Manage escalations, assess the alternative to resolve (path to green) and builds a plan for resolution

- Drive alignment between engineering, product, and business teams.

- Communicate program status, risks, and decisions to senior leadership with clarity and confidence.

- Facilitate agile ceremonies and promote best practices in CI/CD and DevOps.

- Champion continuous improvement and process optimization across delivery teams.

- Engages with business partners to identify key platform product issues; solicits feedback on platform product roadmap

- Represents Mastercard with external stakeholders for escalations and during strategic roadmap discussions

- Identifies meaningful components of competitive analysis that informs decisions for the platform product portfolio and roadmaps

- Mentor junior TPMs and contribute to the TPM community through knowledge sharing and coaching.

All About You

• Experience building complex technology products/services in a high growth environment where priorities shift rapidly

• Ability to use hard data and metrics to back up assumptions and develop business cases

• Demonstrated ability to operate with complete independence and autonomy

• Experience and proficiency with microservice design, near real-time, scalable fault tolerant platform design, API design, and distributed systems operations in a DevOps model

• Proven track record of data driven decision making and applying continuous improvement methodologies across teams

• Comprehensive experience in agile delivery methodologies (scrum, Kanban, etc.) and CI/CD

• Can communicate to executives, peers, and staff with impact, eloquence, and authenticity

• Demonstrated experience building relationships, partnering with and influencing executive leadership while commanding the respect of the individual engineers across the organization

• Deep understanding of the platform, the integration patterns, the organizational capabilities, and the company wide assets that can be leveraged to provide technical solutions to customer problems

• Understand and can explain business context and the associated customer use cases along with the technology supporting the platform product and are able to hold your own in debates with others; recognizes discordant views and takes part in constructive dialog to resolve them

• Experience with tools like Jira, Confluence, and Workday Program Topology is a plus.

- Familiarity with Mastercard's technology stack and global operations is advantageous.
- Payment Domain background with experience of working in Clearing and Settlement system
- Experience and good understanding of ISO 8583 Messaging format
- Understanding of Payment topology
- Experience in working as Technical Program Manager in Mainframe Batch applications
