Lead Technical Program Manager OverviewAt Mastercard, we power the world's fastest payments network and drive inclusive, data-driven innovation. Our Decision Management Platform (DMP) is the intelligence engine behind real-time decisioning capabilities that enable our customers to act with precision and speed.
The Decision Enrichments team is a strategic pillar within DMP, responsible for architecting and scaling enrichment services that fuse diverse data sources, apply advanced analytics, and deliver enriched signals to optimise fraud detection, credit risk evaluation, and customer engagement.
We are seeking a Senior Director of Technical Programme Management to lead the evolution of our enrichment platform. This is a high-impact, cross-functional leadership role requiring strategic vision, deep technical acumen, and exceptional programme execution capabilities. You will operate at the intersection of engineering, product, data science, and platform strategy—driving transformation across Mastercard's decisioning ecosystem.
Key Responsibilities
As a Lead TPM in Decision Enrichments, you will:
Own and drive the strategic delivery of complex, multi-year enrichment programmes aligned to Mastercard's global decisioning roadmap.
Lead cross-functional execution across engineering, product, data science, and infrastructure teams—ensuring delivery excellence, technical integrity, and business alignment.
Architect programme frameworks that scale with organisational growth, including intake models, prioritisation matrices, and delivery governance.
Oversee integration of high-value data sources and enrichment signals into real-time decisioning pipelines, ensuring resilience, scalability, and performance at global scale.
Operationalise advanced ML models and features, embedding intelligence into decisioning workflows and enabling continuous learning loops.
Champion agile maturity and delivery velocity, driving continuous improvement across squads and influencing engineering culture.
Mentor and develop TPM talent, fostering a high-performing, empowered programme management community.
Partner with executive leadership to shape strategic roadmaps, investment planning, and cross-functional alignment across Mastercard's decisioning portfolio.
About You
10+ years of experience leading large-scale technical programmes in data-intensive, cloud-native environments.
Proven success delivering platform-level initiatives with measurable business impact across multiple teams and geographies.
Deep expertise in distributed systems, real-time data pipelines, APIs, and cloud architectures (GCP, AWS).
Strong understanding of observability, telemetry, and performance optimisation in high-throughput environments.
Exceptional stakeholder management and executive communication skills, with the ability to influence across technical and non-technical domains.
Experience in financial services, fraud detection, or decisioning platforms is highly desirable.
Familiarity with Mastercard's DMP ecosystem and enrichment services is a strong plus.
Passion for data-driven innovation and improving developer experience through thoughtful programme design and leadership.
