Lead Technical Program Manager - R&D Overview
Mastercard's R&D team is driving the transformation of innovative ideas into software solutions, testing them in the market, and scaling them to meet long-term demand. As a member of our team, you'll apply your technical program management expertise to lead, strategize, and support the design, build, test, deploy, and scale transformational new ideas for customers, including issuers, merchants, and governments, by leveraging large data sets, and providing actionable insights.

We're seeking an innovative Lead Technical Program Manager who excels in technical leadership, contextual planning, and cross-functional execution. This individual will thrive in a fast-paced, agile environment and partner closely with various stakeholders to build impactful, scalable solutions that deliver tangible value to our customers.

Technical Program Managers (TPMs) at Mastercard are expert managers who lead global teams, owning the full product lifecycle — from planning through to end-user delivery.

Position Responsibilities:
At Mastercard R&D, you will guide the build of revolutionary products that advance how businesses all over the world seize the most value from their data. As a Lead Technical Program Manager, you will:
• Lead global teams of individual contributors across multiple simultaneous initiatives, from ideation to delivery.
• Drive program and product strategy by aligning cross-functional teams to deliver high-impact engineering work.
• Develop and articulate a clear vision aligned with broader departmental and organizational goals.
• Leverage your deep understanding of platforms, integration patterns, and enterprise assets to architect innovative solutions.
• Monitor key performance indicators (KPIs) and actively work to improve them.
Ensure tactical excellence by rigorously inspecting delivery plans and execution metrics.
• Manage shifting priorities and lead multiple initiatives in parallel.
• Foster strong internal relationships and manage escalations effectively.
• Actively mentor and develop technical talent, encouraging professional growth.
• Hold team members accountable through performance improvement strategies and regular feedback.

Ideal Candidate Qualifications:
• Extensive experience delivering technical programs with awareness of common risks and mitigation strategies.
• Experience and proficiency with cloud technologies (IaaS, PaaS, serverless technology, NoSQL databases), microservice design, near real-time, scalable fault tolerant platform design, API design, and distributed systems operations in a DevOps model.
• Experience with XP, TDD and BDD in the software development processes.
• Proven track record of data driven decision making and applying continuous improvement methodologies across teams.
• Experience in agile delivery methodologies (scrum, Kanban, etc.) and CI/CD
• Excellent communication skills across executive, peer, and team levels.

Location Requirement: This is a hybrid position based in Mastercard's Arlington, Virginia Tech Hub.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary based on location, experience and other qualifications for the role and may be eligible for an annual bonus or commissions depending on the role. Arlington, Virginia: $129,000 - $215,000 USD
