Title and Summary
Senior Technical Program Manager OverviewIn addition to our traditional payments portfolio, Mastercard is aggressively expanding into new payment flow and leveraging the digital and connected world of people and economies to deliver faster, reliable and more efficient propositions to make payments – send or receive money.
The Cross Border program is part of the wider Disbursement & Remittances business that we are looking to expand at a compounded rate of 50% per year for the next 5 years. We are building solutions to enable payments in an any-to-any format – anyone, anywhere can send or receive money using any channel – money exchanges, banks, digital wallets, cards or fintech apps – providing a seamless and unified experience for both individuals and business to move money.
We are looking for a passionate, innovative and experienced Technical Program Manager to drive the program management activities and work across product, technology, security, infrastructure and operations to deliver business outcomes and technology transformation initiatives in a time-bound and structured manner.

Technical Program Managers are at the heart of Mastercard's program management framework. As a Technical Program Manager at Mastercard, you will be expected to perform the following general duties:
• Organize and accelerate a group of related technology projects or activities across multiple teams, aligning dependent organizations. Identify and remove blockers and always find the path forward in challenging situations
• Create mechanisms to effectively report out and control execution. Recognize complexity and create predictable delivery paths for large and/or complex efforts
• Measurably improve, streamline, and/or eliminate excess processes. Utilize cross organizational mechanisms to describe and drive continuous improvements.
• Drive execution of an outcome from inception through successful delivery through the full stack of the services / domains, or, an outcome that spans multiple teams and integrations across the enterprise.
• Act as first point of contact for your team or area and the source of truth for status providing the right information and associated data about the state of the project to the right audience at the right time.
• Understand the business strategy and design approaches within product, program or domain with depth to be credible and effective with teams they work with. Can competently represent team's services.
• Keeps abreast of evolving technology landscape. Can ask the right questions to evaluate the strengths and weaknesses of designs (scalability, latency, security, performance, data integrity, etc.)
• Works with ambiguity and with limited guidance. The business outcome, program, and/or product strategy is defined, but nothing else is. Able to get the inertia out and the project in motion or able to get the entropy out and the project into a calm and predictable delivery pattern
• Transform raw thoughts into clear and concise communications/instructions to the teams. Can communicate with confidence 3+ levels up.
• May work directly with external to the organization or external to Mastercard technology providers that support our implementation plans and roadmaps identifying opportunities to be faster, better and cheaper.
• Understand the needs of the engineers and technical operations teams who have to build, maintain, and operate the services and technical assets
• Regularly review metrics and proactively seek out new and improved data/mechanisms for visibility ensuring your program stays aligned with organization objectives
• Play an active role in mentoring and recruiting others
All About You
Education / Certification
• Bachelor's Degree in related functional area or equivalent work experience with exposure to management theories and concepts
• Certified in SAFe and Agile Methodologies
Expertise
• Prior engineering experience with one or more languages – Java, .Net, Python
• Experience in product strategy and program roadmap creation and prioritization
• Experience managing varied stakeholders across different functional areas and able to drive stakeholder buy-in
• Experience in technical program management or similar experience.
• Experience in implementing projects and programs at an Enterprise level.
• Deep experience with each stage of the software development lifecycle and product delivery lifecycle.
• Experience in practicing agile, with the ability to adjust and apply the mindset effectively based on current needs and team dynamics.
• Experience with program management tools; Jira, Rally, etc.
• Sound understanding of software engineering metrics across the entire lifecycle – scrum metrics, code quality metrics, product metrics and operational metrics
• Demonstrated ability to work well in a cross-functional, matrix management environment.
• Ability to lead people and processes without direct authority.
• Proven track record of data driven decision-making and applying continuous improvement methodologies across teams.
• Ability to master technical subjects and technologies relevant to the program.
• Strong written and verbal communication skills
• Has skills to succinctly articulate technology designs and concerns with business and technical implications, to executive and program stakeholders
