General Summary of Position
Manages the Finance department for MedStar Family Choice (MSFC). Responsible for all phases of financial analysis, including financial reporting, financial and operational analysis, ad-hoc reporting, budgeting, forecasting, and general ledger analysis. Coordinates the preparation of monthly financial statements and the explanation of operational results, annual budget preparation, audit work, and financial regulatory filings. Works with the Finance Team and partners with MedStar centralized accounting and finance teams to prepare for presentation of monthly financial results, annual budget, and annual financial forecasts to senior management. Responsible for the coordination of petty cash and member incentive program. We recruit, retain, and advance associates with diverse backgrounds, skills, and talents equitably at all levels.


Primary Duties and Responsibilities

  • Assists in building and retaining a high-caliber professional team essential to a high performance organization. Assists in motivating and engaging staff, leading change, building trust and consensus, and appropriately delegating and empowering Senior Financial Analysts.
  • Attends regulatory meetings as requested, and coordinates external audits initiated by regulatory agencies. Works with Senior Finance and Senior Management teams to provide information to technical staff at regulatory agencies with respect to financial information.
  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations. Consistent with MSFC's strategic and operating plans, develops departmental goals, objectives, policies and procedures.
  • Coordinates the preparation and analysis of incurred but not reported (outstanding claims liability) estimates on a monthly basis.
  • Coordinates the preparation of financial and operational reports which include, but are not limited to, revenue, claims, clinical, and membership information. Performs ad-hoc analysis and develops various other tools to effectively contribute to the business goals of MSFC on a monthly and as needed basis. Coordinates the preparation of the annual operating budget and all financial forecasts for MSFC and its departments. Provides monthly actual vs. budget reports to department heads and leadership.
  • Coordinates with analysts to prepare financial regulatory filings on a monthly, quarterly and annual basis. Obtains and analyzes financial reports filed by other managed care organizations to compare MSFC's performance.
  • Maintains current knowledge of the Medicaid managed care industry, and researches potential policies, practices, and trends. Understands HSFC's competitors, and is aware of how strategies and tactics work in the marketplace.
  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.
  • Monitors incoming data feeds to ensure all data is accurate, complete, and is loaded into information warehouse. Works to resolve data issues as they arise.

    Minimum Qualifications
    Education

    • Bachelor's degree preferably in Finance or Accounting required and
    • Master's degree in Business Administration, Health Administration or related field preferred

    Experience

    • 5-7 years related experience required and
    • Experience with healthcare finance required and
    • Accounting managerial experience preferred

    Licenses and Certifications

    • CPA (Certified Public Accountant) certification preferred

    Knowledge, Skills, and Abilities

    • High level problem solving skills.
    • Ability to identify and propose solutions to moderately complex problems, such as understanding causes of variation in capitation revenue or medical expense.
    • Excellent verbal and written communication skills.
    • Good computer/analytical skills preferred.


    This position has a hiring range of $93,142 - $175,968
