General Summary of Position
Responsible for the daily operations of the Purchasing function which encompasses system wide procurement of supplies, services and equipment. Manages and provides leadership to the Purchasing Agents and is responsible for the efficient processing of supply and service orders with an emphasis on contract compliance, order placement, pricing accuracy, expediting, resolving invoice discrepancies, and resolving internal customer issues. Works collaboratively with Accounts Payable to assure prompt and accurate payments and General Ledger reporting. Insures that established service levels to the Local Systems are consistently achieved. Provides high quality, efficient and cost effective service to the organization with an emphasis on customer service. Works strategically with Local Systems, system office departments, and Supply Chain Management work units to identify, analyze, decide and implement leading practices and expense management initiatives. Insures the application of legal, ethical and sound business practices through the establishment and adherence to policy and procedure.


Primary Duties and Responsibilities

  • Assists in development and communication of departmental policies & procedures
  • Assists in development and execution of quality and service surveys and creates improvement plan to correct issues.
  • Assists in monitoring staff levels, recommend staff assignments and assist in hiring and orientation of new associates.
  • Assists in the implementation, upgrade, training and documentation related to all software utilized for the procurement process.
  • Coaches and monitors all functions related to associate performance and appraisals.
  • Communicates with customers and vendors on pricing issues and resolutions. Utilizes quality assurance reports to assist in improving customer service and quality of operations in the department.
  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations.
  • Creates and monitors all statistics, reports, and documentation related to the daily operations of the department.
  • Enhances growth and development and enriches personal knowledge and skill through participation in educational programs and affiliations.
  • Facilitates monthly staff and team meetings.
  • Manages and coordinates the daily operations of procurement. Facilitates the relationship with Local Systems, System Office departments, work units within Supply Chain, Accounts Payable and suppliers.
  • Participates in multi-disciplinary quality, process and service improvement teams. Participates in hospital/medical staff committee meetings as required. Attends meetings and serves as hospital representative and maintains effective working relationships with other departments.
  • Performs other duties as assigned.
  • Responsible for achieving a cost-effective procurement program, requiring optimization of MedStar contracts, group purchasing organization contracts and negotiating, when appropriate. Concurrently, maintains a focus on optimization of technology to insure effective and efficient operations.

    Minimum Qualifications
    Education

    • Bachelor's degree required or
    • an equivalent combination of education and related experience. required

    Experience

    • Less than 1 year Purchasing and materials management experience in the acquisition of computer related equipment and supporting services. Peoplesoft technical or functional training/experience. Supervisory or management experience required

    Knowledge, Skills, and Abilities

    • Working knowledge of PeopleSoft Procurement and other related PeopleSoft Suites, and word processing software applications.
    • Customer service skills.
    • Excellent verbal and written communication skills.
