The Regional Procurement Lead is responsible for the oversight of all aspects of hospital and hospital-based purchasing, closely working with the System Procurement Manager as the day-to-day lead overseeing the dedicated regional jurisdiction(s); MD lead will oversee 7 hospitals in the Baltimore Metro Area and DC lead will oversee 3 hospitals in the DC metro area. Serve as regional lead for implementing strategic initiatives, priorities, performance improvement initiatives and special projects across the region, with particular focus on project management support for System Pharmacy. Manages key operational and financial reports and conducts data analysis. Areas and scope of oversight would include: managing compliance with NDC purchasing requirements, overseeing hospital and distribution site 340B and 503B accounts, managing and coordinating distributions models across the region, establishing and overseeing emergency cache and supplies, and tracking and managing waste to support waste reduction strategies. The regional procurement lead is also responsible for leading shortage management processes and acute product changes, ensuring alignment with both pharmacy buyers and local supply chain leads to maintain necessary products, serving as the owner of the Drug Supply Chain Security Act compliance vendor for the region, and managing compliance with all Drug Supply Chain Security Act requirements.
Education

  • Bachelor's degree required or
  • 8 years Advanced Hospital Purchasing Experience required
  • One year of relevant education may be substituted for one year of required work experience.
Experience
  • 3-4 years Pharmacy technician in hospital setting required and
  • 5-7 years Pharmacy buyer experience in hospital setting required and
  • 340B Experience preferred and
  • Demonstrated experience in inventory management required and
  • Demonstrated experience with Federal/state laws and regulations required
  • One year of relevant professional-level work experience may be substituted for one year of required education.
Licenses and Certifications
  • CPhT (Certified Pharmacy Technician) Registered Technician in MD required or
  • CPhT (Certified Pharmacy Technician) Registered Technician in DC required and
  • Certification from 340B University (Basic) within 180 Days required and
  • PTCB - Pharmacy Technician Certification Board Nationally Certified required
Knowledge, Skills, and Abilities
  • Excellent interpersonal, analytical, writing, and presentation skills a must.
  • Advanced level of knowledge, skills and abilities with regard to medication management software/hardware, accounting standards, internal controls, understanding hospital and retail pharmacy operations as they interface with the 340B Drug Program, proficiency with Microsoft applications, data and evidence analysis, financial statement analysis, interviewing, writing, listening and presenting materials.
  • Self-motivated individual with high level of problem-solving to find solutions to difficult human, technical, clinical, or administrative problems. Ability to multitask in a challenging work environment, critical system-thinking skills.
  • Ability to develop relationships with key pharmacists, buyers, finance, supply chain, system and entity leadership and others involved with the pharmacy procurement services

  • 1. Scope: Maryland Regional Procurement Lead will be responsible for purchasing coordination and oversight for 7 Hospitals in the Baltimore Metropolitan Area. DC Regional Procurement Lead will be responsible for purchasing coordination and oversight for 3 Hospitals in the Washington DC Metropolitan Area. Both will also serve as regional lead for implementing strategic initiatives, priorities, performance improvement initiatives and special projects across each respective region
  • 2. Project Management: Leads project management initiatives, conducts data analysis and provide leadership for strategic operational initiatives across their respective region, as identified by the System Procurement Manager
  • 3. Strategic Planning: Responsible for participating in strategic planning and execution of regional activities. Participates in the overall strategic planning, and implementation of goals, objectives and mission.
  • 4. Leadership: Directs pharmacy procurement processes and operational workflow in respective region. Manage wholesaler, 340B, direct and 503B accounts, ensuring compliance and efficient utilization of resources. Operationalizes formulary standardization decisions, ensuring smooth transitions and compliance. Develops and participates in training new procurement buyers/specialists on system standards, inventory management software and procurement workflow
  • 5. Performance Improvement: Oversees and coordinates multidisciplinary quality and service improvement teams and contributes to the achievement of established department goals and objectives. Is a strong team member and works collaboratively with other team members to make appropriate contributions.
  • 6. Special Projects: Provides leadership and project management of strategic operational initiatives across the organization, and within pharmacy departments, as identified by the Corporate Director of Pharmacy Operations.
  • 7. Analysis: Manages key operational and financial reports and conducts data analysis to identify opportunities for improvement, analyze the effect of the weaknesses, research causes, and formulate recommendations.
  • 8. Compliance: Assures compliance with primary NDC purchasing requirements across all hospitals, maintaining consistency and adherence to standards. Serves as an expert and oversees operations for Drug Supply Chain Security Act compliance.
  • 9. Communication: Provides communication of analytical findings to entities or system leadership as directed by management. Written communication should be clear, concise, using explicit and unambiguous terminology, and conveys a professional tone and rational logic at all times. Advanced presentation skills. Tactful and respectful communication is essential and non-verbal communication should be professional and demonstrate respect and tolerance.
  • 10. Personnel Development: Works directly with site management to provide feedback for performance improvement and growth of site level buyers and is directly involved in site level buyer quarterly/annual evaluations
  • 11. Drug Shortage Management: Leads drug shortage management with System Procurement Manager to ensure minimal to no impact on patient care. Implement strategies for managing and tracking shortages, ensuring timely availability of medications. Triages and resolves issues related to medication availability and distribution.
  • 12. Financial: Manages pharmaceutical purchase invoices and ensures coordination with Accounts Payable. Conducts comprehensive reviews of consignment agreements to optimize financial and operational outcomes. Knowledgeable of drug inventory management and analysis of transactions utilizing applicable counting standards. Possesses advanced understanding of pharmacy operations including drug procurement, pharmacy informatics, and drug billing.
  • 13. Assists the Corporate Director of Pharmacy Operations and other members of the Pharmacy team as assigned. Assumes primary responsibilities in the absence of System Procurement Manager
  • 14. Oversees ongoing system product standardization for inventory management platform. Manages and coordinates the distribution model for high-cost/low-use medications, optimizing inventory and reducing waste. Facilitates centralized recall management and coordination.
  • 15. Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Complies with governmental and accreditation regulations.
  • 16. Represents MedStar at relevant external meetings with pharmaceutical vendors, and organizations in partnership with the System Procurement Manager. Actively involved in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.
  • 17. Visits regional hospitals to meet with local buyers once a quarter to conduct physical review of procurement operations and implement system strategies
