General Summary of Position
Oversees implementation, optimization, maintenance and day to day performance of the clinical information systems. Serves as a primary point of contact for MedStar Medical Group (MMG) provider communities health informatics needs, education and ongoing advance support for clinical information systems and tools. Provides training, coaching, and mentorship to informatics team members. Serves as a point of escalation for support, resource needs and conflict resolution for the team in close collaboration with Informatics leadership. Takes a lead role in working with leadership to research and propose application support strategies and goals. Proactively supports efforts that ensure delivery of safe patient care and services and promote a safe environment.


Primary Duties and Responsibilities

  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations.
  • Acts as a change agent in the identification, development, planning, implementation, and value measurement of informatics to support quality patient care and professional practice. Maintains a positive and open attitude to change with an ability to adapt to new situations.
  • Advocates for all physicians to identify, correct or remove challenges that prevent the ability to provide, access or review clinical data to serve their patient's needs. Assesses current processes and tools and collects provider feedback; identifies points of integration and weakness; makes recommendations for improvement, where applicable.
  • Responsible for mentoring & coaching the informatics team members in providing application technical support services, consultation, coordination of programming requests, and system upgrades. Ensures team members are focusing e¿orts on identi¿ed priorities. Maintains/develops technical expertise and growth. Provides on-call coverage as assigned and ensures team coverage. Participates in and leads cross team e¿orts and initiatives for process improvement and issue resolution.
  • Designs, manages and/or leads the implementation of improvements, enhancements, and updates to clinical applications. Executes project tasks including development of project work plans, resource plans, schedules, administrative reports, and acceptance criteria. Manages/leads the requirements analysis, functional speci¿cation de¿nition and design processes, and implementation and testing of enhancements. Evaluates and provides technical direction to informatics associates, IS, and user departments. Collaborates with leadership in project/program planning and development.
  • Maintains ongoing communication and engagement with informaticists to ensure compliance with connected work policy, established expectations and team norms. Including but not limited to key performance metrics, territory for coverage, provide feedback, discuss new developments, and exchange information.
  • Exhibits extensive experience in the current technology, trends and developments in the healthcare industry in order to serve as a resource for leadership, MMG, peers and customers.
  • Assists in the development of new provider on-boarding program and continued adoption for clinical information systems. Including creating and maintaining ongoing training plans, job aids, tips and videos. Participates in the development and execution of educator/trainer courses of core clinical information system functionality and adoption to ensure associate/customer needs are met.
  • Monitors and tests the ongoing production performance. Monitors new release features and their relevance to MedStar and clinical documentation processes. Makes recommendations for improvements and proactively identi¿es the need to upgrade the supporting infrastructure. Coordinates and conducts the testing of software updates/¿xes and routine maintenance. Validates those systems operate and perform properly through controlled unit, system, integration, and volume testing. Organizes test scenarios into test plans. Coordinates and manages vendor resources in the implementation of new software, and/or clinical information system upgrades and enhancements. Works with MedStar Corporate Information Services, MMG leadership, and cross-organizational teams on the implementation and evaluation of clinical information systems.
  • Assesses and analyzes data to identify practice, environment, and patient care issues and develops appropriate programs and change processes to improve clinical practice. Develops and implements educational strategies to promote computer literacy within the Medical Group. Develops training plans to implement new technology within clinical areas.
  • Responsible for maintaining ongoing training plans, job aids, and videos. Plans the development and execution of educator/trainer courses of core clinical information system functionality. Aligns training resources and plans to meet end-user needs.
  • Leads special projects at the direction of informatics leadership.
  • Collaborates with nursing, pharmacy, lab, and radiology counterparts in the areas of planning, development preparation, and implementation of clinical information systems. Serves as a liaison between MedStar Medical Group, hospital-based teams, and MedStar Corporate Information Services team for provider implementation and support.
  • Provides customer support for clinical information systems including coaching customers on how to use the application and resolve customer problems. Coordinates and facilitates IT meetings/discussions to expedite both application incident resolution and application optimization design.
  • Trains, coaches and mentors team members across geographic areas. Participates in the hiring and interview process. Follows onboarding guidelines for new employees. Ensures team is building positive and effective relationships with internal and external customers. Acts as a point of escalation for issue resolution and facilitates conflict resolution.
  • Coordinates and mentors informaticists in the design and development of user and application support documentation to facilitate optimal use of applications. Ensures that appropriate updates to support documentation are in designated documentation repositories. Coaches/mentors associates in documentation standards and guidelines.
  • Fosters professional development of others via constructive performance feedback and professional development plans in collaboration with the informatics leadership team. Provides leader with feedback on staff performance, education needs, and workflow status. Participates in performance management planning and makes recommendations for personnel actions in conjunction with the leader. Maintains ongoing communication with staff to review programs, provide feedback, discuss new developments, and exchange information. Coaches, guides, and mentors informatics associates. Provides leadership by example.
  • Participates in meetings and on committees and represents the department and hospital in community outreach efforts.
  • Participates in multi-disciplinary quality and service improvement teams.

    Minimum Qualifications
    Education

    • Bachelor's degree required

    Experience

    • 5-7 years Informatics technical experience in a healthcare environment required and
    • 3-4 years Experience at Medstar Health in informatics capacity preferred and
    • 1-2 years 2 years experience supervising or precepting staff preferred and
    • Prior experience working with Oracle Cerner or Epic required and
    • Demonstrated ability to be self-directed with excellent organization, analytical, writing, interpersonal and project management skills in an IS related role is preferred

    Knowledge, Skills, and Abilities

    • PROBLEM SOLVING: Job requires the highest level of problem solving. The work requires identifying and resolving very complex problems, such as developing innovative solutions based on extensive cross-functional knowledge of the entire MMG organization.
    • INTERNAL CONTACTS: Internal contacts necessary to effectively negotiate, persuade, or present issues to others within the Hospital facilities and MMG.
    • EXTERNAL CONTACTS: Frequent interactions with patients, family, and visitors. Frequent contact with corporate IS staff and IS managers at all levels of the organization. Occasional interaction with representatives from technology vendors, community agencies, credentialing agencies, and professional organization(s).
    • INDEPENDENT JUDGEMENT: Work assignments are generally received in the form of broad goals for area(s) of responsibility and require considerable judgment regarding the interpretation of policies, development of procedures, and selection of appropriate courses of action.


    This position has a hiring range of $95,014 - $182,124
