Summary:
GIS/Planning Analyst is responsible for working with GIS Technicians to collect, manage, analyze, and visualize geographic and planning data by generating reports that identify patterns and trends, aiding decision-making processes across various Tribal Business Units. The GIS/Planning Analyst is a key team member of the Community Development Team that evaluates plans, assess the viability of variables within them and look for ways to improve efficiency. Continuation of this position is contingent upon funding allocations
Responsibilities:
* Data collection of a variety of Tribal data sources including making nondescript requests of enrollment data for amalgamating and combining with various forms of geographic data gathered from GIS Technicians and other external sources of applicable data.
* Work with GIS Technicians to gather geographic data from various sources like surveys, aerial imagery, and field observations, ensuring data accuracy and integrity within GIS databases
* Performing analysis on GIS spatial data to identify relationships, patterns, and trends between different datasets
* Collaborating with cross-functional teams to define analytical project goals, manage workflows, and deliver project deliverables
* Prepare analysis results in clear and concise reports, incorporating GIS Technician's maps and data
* Analytical work including forecasting, this is key for evaluating new or existing plans based on statistics, enabling organizational leaders to make data-driven decisions
* Generate forecasts about topics of focus to the organization's decision-makers, including new development opportunities while understanding the effects of economic downturns on performance real property investments
* Create detailed findings through briefing reports, an executive-level medium for communicating them
* Produce reports covering a proposed project to assess viability. Create periodical reports to analyze performance on proposed development
* Advise on preparation and updating planning documents to include, but not limited to, standard operating procedures
* Provide data to support area development plans, analyze and coordinate data gathering and analysis of the Comprehensive Plan
* Assist in the development and implementation of the Comprehensive Plan
* Provide technical assistance to include, but not limited to, development of Tribal forms; contract preparation; and other areas as needed and/or required and act as information conduit to Area Manager (AM)
* Consult with the AM on planning, performance measurements, process review, and project delivery
* Assist AM with development of project and operational area budgets
* Monitor and ensure the correctness of the financial statements for Community Development
* Interface with the Self-Governance Accountants on all pertinent accounting or procedural matters
* Practice excellent customer service skills always to include, addressing patients and customer needs courteously and promptly.

* Compiling findings into reports or other formats, for decision-makers to improve ongoing Community Development operations, activities or project basis

* Ability to read and understand financial statements. Complete training on the Tribal Accounting process, within six (6) months of employment.

Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.

* Five (5) years experience of analyst work, including: accounting, budgeting, and cost analysis, and/or equivalent combination of education and experience may be considered.
