Summary:

The Multi-Modal Transportation Manager manages the TTP. This role develops, implements, and evaluates all transportation projects for the Oneida Nation. The position reports to the Community Development Area Manager and manages technical professional staff. 


Responsibilities:

* Manage and supervise the Oneida Nation Transportation Program including key technical professionals' positions which support the program's efforts.
* Meet regularly with Federal Highway Administration (FHWA), United States Dept. of Transportation (USDOT), Bureau of Indian Affairs (BIA), Wisconsin Dept. of Transportation (WIS-DOT), and local communities' officials to ensure coordination of project long-range implementation schedules, while protecting the Oneida Nations interests when projects are on or near the Oneida Reservation.
* Act as the liaison for the WIS-DOT, Inter-Tribal Task Force (ITTF), Bureau of Indian Affairs (BIA) Tribal Transportation Program (TTP), and USDOT Federal Highways regarding all forms of multi-modal transportation undertakings.
* Assist with the planning and coordination of multi-modal transportation-related projects, both within and outside the Oneida Reservation boundaries, as it pertains to existing and potential future transportation projects.
* Formulate and conduct technical transportation study and traffic analysis, when considering preliminary planning studies- all completed in a timely and efficient manner, meeting required deadlines and accomplishing objectives.
* Develop, plan, design, evaluate, and secure annual Oneida Business Community (OBC) approval of the Oneida Nation's Transportation Improvement Plan for the Reservation for all transportation systems within it.
* Maintain, develop, implement, and update records including written resolutions for the OBC approval on transportation issues, and assure the comprehensive Reservation Road Inventory is current and up to date.
* Assist in coordination of fiscal management process including documenting and reporting Administration budget and requirements. Further work with Central Accounting and any assigned accountants to ensure record keeping for the TTP is accurate and auditable.

* Develop, plan, implement, evaluate and oversee Federal Transportation Acts, Indian Reservations Roads Program and BIA Contracting Requirements for transportation project construction for the Oneida Nation.
* Update General Manager and Business Committee on road inventory and ownership transforms, as needed. Update WISDOT to same parties listed.
* Practice excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly.
* Contribute to a team effort and accomplish related results as required

Skills:

* Knowledge of transportation planning methods and funding for both new construction and on-going maintenance efforts.
* Skill in operating computers and various Microsoft Office Suite productivity tools available.
* Knowledge of the statistics, impact analysis, and computer programming, and transportation-related studies.

Experience:

Essential:
* Five (5) years of experience with a Tribal Government Structure or Department of Public Works Operations.
* Decision making procedures and Intergovernmental relationship building, Traffic Safety Study and analytical skills interpreting the results.
* Familiarity and experience with Federal, State, National, and the Bureau of Indian affairs Transportation Laws and Programs Policies and Contractual Procedures; any equivalent combination of education and/or experience my be considered. 

Nonessential:
* Practical experience with applying the Federal Manual on  Uniform Traffic Control.
* Knowledge of technical requirements for transportation systems design and procedures for transportation projects available to Tribal governments.
* Experience and established relationships with Local, Municipal, County Highway Departments supporting Oneida Nation's
Coordination of transportation projects.
* Three (3) years' experience coordinating the implementation and managemet of operational plans for Tribal Transportation Program projects.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
