After successful completion of the probationary period, employee will receive off probation wage increase.


Summary:

Oversee the procurement process ensuring cost-effective sourcing of goods and services. Accomplish the Purchasing Department objectives by planning, organizing and directing in order to operate and maintain departmental activities and services. Ensure Tribal procurement programs are maintained in accordance with established laws, regulations, policies, and procedures.


Responsibilities:

* Achieve financial objectives by preparing and administering annual program budgets, presenting, and justifying budget recommendation to appropriate personnel.
* Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations
* Oversee all procurement activities including sourcing bidding, negotiating, and contracting for goods, services, and equipment.
* Develop and implement procurement strategies that align with the Oneida Nation's overall goals and objectives and enhance efficiency and compliance.
* Manage relationships with suppliers and ensure supplier performance.
* Identify potential suppliers, conduct supplier evaluations, and negotiate favorable terms and conditions.
* Identify and implement cost-savings measures, ensuring Oneida Nation receives the best value for its money.
* Continuously evaluate and improve procurement processes to enhance efficiency and effectiveness.
* Monitor and report on procurement performance, tracking key performance indicators.
* Work with other departments to ensure procurement needs are met and aligned with business requirements.
* Analyze procurement data and market trends to identify cost-saving opportunities while maintaining high quality and service standards.
* Lead and mentor a team of purchasing professionals fostering a culture of excellence, collaboration, and continuous improvement.
* Establish, implement, and monitor procurement process training.
* Stay updated with industry trends and best practices to enhance procurement process.

Skills:

Essential:
* Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds
* Knowledge of tribal, federal, and state accounting, purchasing, and auditing policies and procedures
* Knowledge of statistical compilation and analyses
* Problem solving, human relations, and time management
* Knowledge of corporate and/or governmental management, system analysis, operations, finance, and accounting
* Ability to communicate efficiently and effectively both verbally and in writing
* Ability to exercise initiative and independent judgment.
* Knowledge of procurement software and enterprise resource planning (ERP) systems.
* Knowledge of grant management and purchasing requirements.
* Skill in negotiation, contract management, and vendor evaluation skills.
* Ability to effectively manage staff including hiring, scheduling, assigning work, and reviewing performance.

Must be willing and able to obtain additional related education and training.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
