The Senior Advanced Purchasing Business Manager in Defense will direct and manage all phases of the procurement process from initiation of the business case for make or buy decisions thought requests for proposals, subcontract management plans, negotiation strategy, purchase order creation and execution and maintenance contract close-outs. The role is the sole representative for Purchasing and Supplier Quality for multiple programs with complex, multi-level Bills of Material (BOM) in Roush Defense. The Senior Advanced Purchasing Business Manager in Defense will act as the conduit between our supply base, Purchasing and Supplier Quality, Defense Program Team, and other cross-functional groups (Program Management, Operations, Quality, Engineering, etc.) to achieve objectives. This role will be located onsite in Troy, MI.
As the Senior Advanced Purchasing Business Manager in Defense, you will:
- Generate/review Non-Disclosure Agreements (NDAs), prepare and issue Request for Proposals (RFPs), Request for Information (RFIs), Request for Quotes (RFQs), manage proposal compliance including cost and pricing data analysis, manage agreements, ensuring bid and program requirements are captured; Place purchase orders as required
- Ensure alignment with Commodity Management team to collectively develop and execute sourcing strategies that meet business/program objectives (Price, Deliver, Terms & Conditions) of subcontractors, including appropriate customer flow downs to support project budget constraints, achieving timely performance, and minimizing program risk
- Manage program for the entire BOM to ensure supplier requirements are executed achieving favorable conditions and consistency with technical, program, cost, and performance (quality and delivery) requirements; ensure BOM cost achievement by creating and managing actual costs to targets and budget for new program quotes to customers and launches
- Engage and communicate with leadership and interested parties to align the project with Business Unit goals
- Monitor subcontractor performance; identify problems and risks and implement recovery plans/corrective action through recurring reviews with program and executive teams, track progress and report issues/progress to the organization; executive contract modifications in response to changing requirements; perform close-out activities
- Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements and/or assist engineering in the creation of eRequisitions for procurement.
- Align deliverables with program outcomes and adjust schedules, BOM targets and financials for all program changes while ensuring compliance within the subcontracts and procurement processes
- Support Program Manages, Contracts Management and Cost/Pricing Estimators in developing proposals, including developing Basis of Estimates (BOEs)
- Review and monitor supplier financial stability
- Create, update, and communicate critical program documentation including BOM launch reports, open issues, quote repository and cost walks
To be considered for the Senior Advanced Purchasing Business Manager in Defense, you will need:
- Bachelor's degree in business, Engineering, Manufacturing or related
- Minimum of (10) years' experience in supply chain management, subcontracts, procurement, program management or similar role with at least 50% at a Defense Contractor or Defense Supplier
- International Export (AR)/Import Requirements & International Traffic in Arms Regulations (ITAR)
- Federal Acquisition Regulations (FAR/DFARS)
- Price analysis and negotiation skills, including costs and pricing data requirements
- Project planning and management
- Possess strong written and verbal communication skills, strong mathematical, analytical and organizational skills
- Ability to obtain and maintain a US security clearance. US citizenship is required as only US citizens are eligible for a security clearance.
- Familiarity with direct and indirect procurement practices, price analysis, basic understanding of US government policies and regulations, and knowledge of related business principles
- Ability to operated independently and communication effectively, both internally with technical staff, peers and management, as well as externally with suppliers.
- Proficient use of MS Office products
- Contractor Purchasing System Review (CPSR) experience
- Small Business reporting in Electronic Subcontracting Reporting System (eSRS)
A successful candidate may also have:
- Master of Business Administration (MBA)
- Experience in Defense Contract Management Agency (DCMA) or Defense Contract Auditing Agency (DCAA)
- Experience in Request for Equitable Adjustments (REA)
- Experience with quality or manufacturing operations systems, cost modeling and cross-functional communication
- Experience in cost estimating, price and cost analysis, source justifications, early supplier engagement in product design or supply chain data analytics
- Attention to detail; high comfort with analytics
- High proficiency in leading effective source selections, understanding and analyzing cost breakdowns, negotiations
- Knowledge of the defense industry
- Knowledge of cost accounting principles
- Knowledge of technical assistance agreements (TAA)
