SAIC is seeking an International Program Analyst to provide analytical support including but not limited to the following areas: International Acquisition training, export control and compliance, foreign disclosure and other areas under the purview of Foreign Military Sales, Security Cooperation, International Armaments Cooperation, cooperative Research & Development, personnel exchange and foreign visits.  This position is located at Point Mugu, CA. 

The position will support the management, oversight, and facilitation of export authorizations related to the International Traffic in Arms Regulations (ITAR) in support of support Cooperative Project Arrangements/Agreements and ensure compliance with regulatory requirements supporting the Naval Aviation communities Foreign Disclosure processes and US Navy business area interests. This position will also support investigation, research and preparation for submission to prospective regulatory agencies, as well as track and ensure corrective actions are appropriately assigned and completed for technological exchange objects related to US Navy Aviation support matters.

Other responsibilities include: 

  • Work closely with US Navy Contracts and Program Management departments to ensure proper export authorizations are in place as required.
  • Supports program oversight and technical management of operational aspects of ongoing projects and serves as liaison between project management and project team, in respect to coordinating and ensuring foreign disclosure and ITAR compliance for the international endeavors.   
  • Review Classified Military Information and Controlled Unclassified Information (CMI/CUI) technical materials in accordance with Foreign Disclosure and ITAR compliance processes and provide recommendations for release by the US Navy customer to foreign cooperative partners. 
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. 
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with Government project managers and SAIC director/Sr Program Management, stakeholders and vested participants. 

This position will require interaction with US Navy approved embedded cooperative Development country nationals and travel to OCONUS locations in support of technical demonstrations, planning, test events, and other program related activities.  Support from a remote location can be considered. 

Qualifications

Education and experience:

  • Bachelor's degree and nine (9) years or more of related experience; Masters degree and seven (7) years of experience; years of experience may be substituted in lieu of a degree.

Required experience:

  • Experience in ITAR Export compliance matters.
  • Experience in Foreign Disclosure matters.
  • Experience in handling and marking Classified Military Information and Controlled Unclassified Information (CMI/CUI).
  • Experience working with Contracts and Program Management departments.
  • Strong communication skills.

Required clearance:

  • Must have an active Secret security clearance.

Target salary range: $125,001 - $135,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
