SAIC is seeking an Operations Manager to support the AF TENCAP HOPE 2.0 contract. This contract bridges intelligence community collection architectures, capabilities, and technologies with DoD operational and tactical requirements. This effort will deliver rapid, innovative, and cost-effective capabilities to meet warfighter needs, and will include bringing national capabilities to bear cross all warfighting domains spanning intelligence, surveillance, reconnaissance, combat applications, battlespace awareness, command and control, multi-level security and mission programs. This next generation approach shall employ the latest advancements in geolocation and tagging, sensor and data fusion, unconventional / asymmetric warfare, situational awareness, cyberspace and spectrum warfare, large data analytics, data lake, jamming technologies, sensor technologies, geo-registration to deliver a cutting-edge approach.
The Operations Manager will report to the Deputy Program Manager, and manage a portfolio of projects, working closely with the project leads, and support program management functions, to include:
- Cost and schedule adherence.
- Workforce management for a highly matrixed staff, bringing expertise into and off of projects as needed.
- Work directly project leads to ensure compliance with program processes and rules.
- Support the PMO in developing and reporting on metrics.
Key Responsibilities:
- Provides program management expertise across a complex portfolio, supports continuous process improvement strategies, organizational redesign, change management projects.
- Defines and develops business processes, policies, roles and responsibilities, and performance metrics.
- Conducts analysis of business processes: current state analysis, gap analysis, benchmarking, best practices identification, organizational assessment, and other related tasks.
- Plans and implements process improvements, including future state design, change management, and transition planning.
- Interfaces with all areas of project including customer, computer services, and client services.
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
- U.S. Citizenship with TS/SCI clearance
- Bachelors and 18+ years' experience in government contracting financial areas or project/program management
- 2+ years supporting project-based programs with matrixed staff
DESIRED QUALIFICATIONS:
- Experience supporting AF TENCAP
- Experience supporting both DOD and IC mission partners
Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
