JOB DESCRIPTION: 

The Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.

The individual in this position will provide analyst and action officer support to the Navy Joint National Training Capability (JNTC) program within the USFF Fleet/Joint Training Directorate (N7).  The ideal candidate will be an experienced program analyst (at least eight years of experience) and SME in fleet and joint training policy and standards.  Echelon III (or higher) staff experience and a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), and the Fleet Response Training Plan (FRTP) are highly desired for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as experience in:

·   U.S. Navy fleet training operations, policy, systems, and staff procedures.

·   Managing / prioritizing large, complex projects involving numerous stakeholders.

·   Leading working groups and cross-functional teams.

·   Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

·   Engaging Senior Staff at the Flag Officer/Director/Manager level.

·   Conducting fleet and joint training readiness analysis/assessment to identify gaps, needs, and solutions.

Specific Functional Area duties include, but not limited to:

·   Provide support for program management, policy, oversight, and planning in the implementation of the Navy's JNTC accredited training programs.

·   Provide management support to the planning and execution of the Navy's JNTC training programs in accordance with the JTS as outlined in Chairman of the Joint Chiefs of Staff (CJCS) Instruction 3500.01 (series), Joint Training Policy for the Armed Forces of the United States, CJCS Manual 3500.03 (series), Joint Training Manual for the Armed Forces of the United States, and CJCS Manual 3511.01 (series) Joint Training Resources for the Armed Forces of the United States.

·   Coordinate JNTC resources for all phases of the JTS in support of the Navy's JNTC accredited training programs.

·   Assist JNTC program manager with Planning, Programming, Budgeting, and Execution (PPBE) of funding in support of the Navy's JNTC accredited training programs

·   Provide assistance in the production of JNTC monthly/quarterly reports, collection of Service data in support of the Joint Assessment and Enabling Capability (JAEC), coordination of joint context requirements, and scheduling support for Navy's JNTC accredited training.

·   Coordinate, validate, prioritize, and synchronize Navy training requirements with other services and partner nation training requirements.

·   Coordinate Navy's JNTC program accreditation, certification, and mitigation process in support of the Navy's JNTC accredited training programs.

·   Serve on boards, committees, and other groups pertaining to assigned functional pertaining to joint training. 

·   Support the development of the JNTC Mid-Year Review and Annual Report of the Navy's joint efforts for the year completed.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

·   U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.

·   Active military duty experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.

·   Six (6) years of general training program analyst and Functional Area experience (8 years in lieu of degree will be considered); see detailed tasks above.

·   Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.

·   Proven written and verbal communication skills and ability to act independently and manage time effectively.

·   Experience in use of MS Office (e.g., Word and PowerPoint) products.

 

DESIRED BACKGROUND / EDUCATION / SKILLS:

·   Three (3) years of experience in Combatant Command or Fleet-level training event planning and/or naval exercise execution with Joint/Partner Nation participation

·   Three (3) years of experience at an Echelon III (or higher) or similar environment

·   Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC)

·   Familiarity with funding applications such as Defense Agencies Initiative (DAI), G-Invoicing and the joint funding document generation process and planning applications such as Joint Training Tool (JTT) and Command and Control of the Information Environment (C2IE).

·   Joint Professional Military Education (JPME) Phase I or equivalent
