We are seeking a highly motivated Systems Engineer to join our National Intelligence Program supporting the development, operations and maintenance, and modernization of a complex, hybrid on-premises and cloud enterprise IT environment. As a Systems Engineer, you will be working with an agile, fast paced team focused on increasing data throughput, integrity, security, as well as availability of enterprise software solutions. This position is in Chantilly, VA.
*This contract is expected to be awarded in early 2025.
Responsibilities include:
- Lead the development and evolution of the enterprise's IT architecture, balancing on-premises and cloud solutions for optimal performance and cost savings to the customer.
- Ensure the seamless integration of new software and hardware into the existing IT landscape, including the selection and deployment of SaaS, PaaS, and IaaS offerings.
- Develop strategic plans for the organization's IT systems, including assessments of new technologies and recommendations for their adoption.
- Oversee cloud architecture design, deployment, scaling, and management within providers like AWS, Azure, or Google Cloud Platform.
- Conduct regular reviews of systems and processes to identify opportunities for cost-saving, improved performance, and system consolidation.
- Ensure security standards and practices are being followed for systems and applications being operated, maintained, and enhanced.
- Document and report discrepancies identified with systems/applications being developed.
- Lead system architecture and engineering efforts across the program collaborating with Government stakeholders, system integrators, and contractors developing new systems that will be delivered into production.
- Assist the DevSecOps Lead ensuring end-to-end SDLC process is performed in a consistent, effective, and progressive manner.
- Develop technical documentation that follow the customer's governance framework to include SOPs, knowledge articles, governance and control gates, training material, guides, and reports that direct and support the organization's goals and objectives.
- Organize and support various governance boards, committee meetings, working groups, and control gates on an as-needed basis.
- Coordinate with information system POCs for plan updates and mitigation strategies to ensure overall health of IT systems, networks and applications.
- Identify and document recurring system and software O&M activities including maintaining and enhancing interfaces to and from COTS software.
- Contribute to the development of maintenance strategies and innovative solutions for system optimization.
- Use and incorporate broad technical knowledge of the diverse business areas within the enterprise in the assessment of network engineering technologies, computing systems hardware and software protocols.
- Coordinate across technical and functional teams to ensure requirements are known and met and effectively communicate results, both verbally and in writing.
- Maintain cognizance over technical activities and schedule milestones within program Integrated Product Teams (IPTs).
- Assist technical teams with Engineering Review Board (ERB) and Change Control Board (CCB) presentation slides.
- Establish overall strategic network standards and priorities to maintain the network baseline; recommend network design changes/enhancements; and analyze the optimization of network systems performance.
- Provide high-level technical advice and guidance to managers and technical resources through which network technologies can be utilized to meet current and future organizational needs.
- Work with teammates and external stakeholders on all phases of the systems engineering process. Help identify, communicate, and manage project risks.
- Interface with teammates to resolve and mitigate problems arising during implementation.
- Respond resourcefully to new demands and challenges.
Qualifications
Required:
- Active TS/SCI with polygraph clearance
- Bachelor's or Master's degree in Computer Science, Systems Engineering, Information Technology, Engineering, or Systems Architecture
- 14+ years' experience with systems engineering and software development following Agile or SAFe, DevSecOps, and system architecture programs
- Familiarity with high-performance network infrastructure that supports data-heavy analytic and software applications
- Strong analytical and problem-solving abilities, able to address complex networking challenges
- Excellent written and oral communication skills, with the ability to articulate technical concepts to non-technical stakeholders
- Demonstrated experience supporting complex, large Enterprise IT programs that include Service Delivery, Agile development, and DevSecOps
- Excellent analytical and problem-solving skills
- Strong organizational skills with the ability to manage multiple tasks and prioritize work accordingly
- Ability to work in a team-oriented, collaborative environment
- Strong understanding of governance frameworks and best practices
- Ability to build relationships and collaborate with diverse stakeholders
- Proficiency using SharePoint, Word, Excel and PowerPoint
- Must be comfortable researching various enterprise IT related technologies
Desired:
- Knowledgeable of various cloud services to include Infrastructure as a Service, Platform as a Service, Software as a Service
- Professional certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect Expert, or Google Cloud Professional Architect are highly desired
- Certifications relevant to systems engineering, such as a Systems Engineering Professional certification, SAFe, CSM, or ITIL
- Experience in architecting, developing, and implementing enterprise business solutions utilizing Scaled Agile methodologies
- Comfortable working with multiple teams in collaborative, facilitative, and service roles in a dynamic environment
- Willing to develop new skills and learn new tools
