SAIC is seeking a U.S. Fleet Forces Range Safety Manager in Norfolk, VA to provide support to the U.S. Fleet Forces Command (USFF) Environmental Readiness and Requirements Branch (N465), managing geographic information system (GIS) programs in support of Range Air Installation Compatible Use Zones (RAICUZ) Weapon Safety Studies, and National Environmental Policy Act (NEPA) programs.
Job Duties:
- Manage GIS programs in support of Weapon Safety Studies, Range Air Installation Compatible Use Zones (RAICUZ), Air Installation Compatible Use Zone (AICUZ), and NEPA programs. Specific GIS programs include Range Manager Toolkit (RMTK), Weapons Danger Zone Tool (WDZTool), and supporting GIS computers and software
- Provide WDZTool management requirement analysis and recommendations to examine new weapons capability within existing ranges. Work with other military services to manage/update WDZTool to meet evolving DoD/DoN needs
- Review classified exercise/training plans on NMCI SIPRNET as needed to ensure appropriate weapons danger zone analysis has been applied
- Monitor the AICUZ and RAICUZ Programs to ensure programs' purpose, plans, guidelines, and objectives support USFF and subordinate command requirements
- Conduct Naval Aviation Simulation Model (NASMOD), AICUZ, RAICUZ, and Range Encroachment Action Plan (EAP) study reviews
- Prepare and review environmental, funding, and IT documentation
- Interface with other information management professionals to conceptualize and develop databases, GIS capabilities, linkages, and other information management tools to improve the USN's ability to sustain its range complexes
- Examine military and joint-use airfield, airspace and range capacity. Communicate factual and technical information with colleagues who are performing related work
- Participate in environmental meetings and conferences. Stay abreast of applicable legislation substantially oriented towards environmental programs
Qualifications
Qualifications:
- Bachelor's Degree and six (6) years or more experience
- Prior relevant fighter/attack/tactical air-to-ground rated aircrew or forward air controller instructor expertise
RMTK WDZTool technical support or equivalent expertise
- Knowledge of, or hands-on ability with GIS computer applications and/or range management and modeling software
- Knowledge of RAICUZ and AICUZ Programs
- Experience working in multi-disciplinary teams preparing products to support USN training ranges
- Knowledge of primary environmental laws, regulations, statutes, and DoN and DoD policies applicable to USN training activities
- Knowledge of range management activities and regulations/instructions
