Qualifications:

  • Active TS/SCI security clearance and willing to take a Counterintelligence Polygraph should it be required
  • 3-5 years relevant experience in cyber operations required; experience may include government or private sector work conducting cyber operations or penetration testing
  • Over 1,000 hours or a sustained period of conducting on-network cyber operations as a Certified Exploiter and/or Senior Cyber Operator
  • Certified NSA Apprentice Exploiter and/or USCYBERCOM Senior Cyberspace Operator
  • Experience with developmental testing of cyber or technical capabilities within DoD or similar environments
  • Proven ability to create and manage technical test documentation and reports
  • Strong organizational and coordination skills, particularly across multidisciplinary teams
  • Familiarity with cyber operational requirements and test environments
  • Excellent communication and stakeholder engagement capabilities
  • Reports to designated work location in Pearl City, HI, up to full time, based on the needs of the customer

Responsibilities

The Cyber Capabilities Test & Development Lead is a pivotal technical role responsible for leading the planning, execution, analysis, and documentation of developmental testing for cyber capabilities in support of the DoD. The successful candidate will ensure that cyber capabilities are rigorously evaluated, mission requirements are met, and ready for operational use. Requires an extensive background as a Senior Cyber Operator and/or Apprentice Exploiter as this is the required level of qualification to conduct this process per USCYBERCOM. Position requires constant communication with internal teams, external partners, developers, and operational leaders to drive feedback-driven improvements and secure stakeholder alignment.

 

Program Management Support

  • Partner with the Program Manager to plan, prioritize, and schedule test activities in alignment with program goals.
  • Provide routine status updates on test progress, risks, and resource requirements.
  • Identify and communicate test-related gaps and propose risk mitigation strategies to enhance program delivery.

Test Planning and Execution

  • Develop and maintain test plans, schedules, and milestone trackers for all cyber capability evaluations.
  • Coordinate logistics, resources, and personnel required for executing test events.
  • Execute and oversee test events, ensuring protocols and safety standards are followed.
  • Monitor performance metrics and capture deviations, anomalies, and success indicators.

Documentation and Reporting

  • Draft and maintain critical test documentation including Test and Evaluation Master Plans (TEMP), test procedures, results summaries, and formal reports.
  • Ensure all documentation complies with relevant policies, standards, and regulatory frameworks.
  • Maintain an organized repository of all test artifacts to support audits and program lifecycle traceability.

Stakeholder Engagement

  • Serve as the main point of contact for all stakeholders participating in developmental evaluation.
  • Lead regular coordination meetings with stakeholders to present plans, share progress, and address concerns.
  • Establish and sustain communication loops among developers, operators, and test teams to ensure cohesion and informed decision-making.

Operational and Developer Feedback

  • Analyze and interpret test data to generate actionable feedback for development teams.
  • Coordinate with operational users to ensure test results reflect real-world requirements and scenarios.
  • Serve as a liaison to ensure alignment between developer output and user expectations.
  • Recommend capability refinements or enhancements based on empirical test findings.
