SPA's Security Team is seeking a Director of Special Programs, CSSO/CPSO to spearhead security initiatives for highly complex and classified programs. This role requires strong collaboration with intel customers, line and functional personnel, and SPA's security leadership team. Responsibilities Seeking a highly skilled Contractor Special Security Officer (CSSO)/ Contractor Program Security Officer (CPSO) to oversee and manage the security operations of a multiple Sensitive Compartmented Information Facility (SCIF) supporting Intelligence Community (IC) programs. The ideal candidate will have a strong working knowledge of ICD 705, NISPOM, DoDM 5205.07 Volumes 1-4, and other applicable security regulations governing SCI operations. Serve as the primary CSSO/CPSO responsible for the administration and management of SCIFs. Ensure compliance with NISPOM 32 CFR, Executive Orders, ICDs, ICD 705 Tech Specs, and TEMPEST ICD 705 standards, physical security requirements. Coordinate SCIF accreditation, construction, and maintenance with the Cognizant Security Authority (CSA). Manage personnel access control, poly scheduling, CE enrollment, SCI and collateral indoctrinations, briefings, debriefs, and visit certifications. Determine resource suitability, conduct prescreens, prepare and submit security processing submittals and adjudicative notifications for access approvals, Classification management and education to include CUI oversight. Maintain and audit security files, access rosters, personnel records, and required documentation. Conduct effective self-inspections and prepare for customer security reviews and audits. Provide security training and briefings to personnel. Develop and maintain Standard Operating Procedures (SOPs), OPSEC, Concept of Operations (CONOPS), Emergency Action Plan (EAP), Insider Threat Plan, Fixed Facility Checklists (FFCs), TEMPEST Addendums, and other documentation as required. Physical security oversight and planning, including alarm response, document control, inventory and destruction. Report security incidents, violations, and coordinate with the government security counterparts. Support classified meetings, secure communications, and handling of classified materials. Maintain a secure environment to facilitate the successful development and execution of classified programs at the assigned organization where classified information is stored, accessed, or where accessed personnel are assigned. Coordination of access control to include badging, sending/receiving visit certs, updating SIMS database, updating customer databases, meeting support, escorting, document control. Develop, submit and maintain Construction Security Plans (CSP), Fixed Facility Checklists (FFC), TEPMEST Checklist, UL-2050 CRZH forms and call rosters. Maintain secure space accreditation letters, UL-2050 certificates, Intrusion Detection System (IDS) semi-annual inspection receipts, IDS call rosters. Conduct physical security surveys and vulnerability assessments, above the ceiling checks and Protected Distribution System (PDS) checks, and participate in security inspections, assessments and reviews. Handle and respond to security incidents, conduct investigations, and implement corrective actions to prevent recurrence. Qualifications Required Qualifications: Active TS/SCI clearance with Poly Minimum 15 years of experience in SCI security management as a CSSO, CPSO, or similar role. Experience with IC customer, SCIF construction, accreditation, and secure operations.
