Qualifications

Required Qualifications:

  • Active TS/SCI w/CI polygraph
  • The PM shall have a Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics
  • The PM shall have at least six (6) years-experience in Program Management and at least four (4) years experience with the NRO
  • Experience must be of similar size and scope and include subcontract management experience (60-100 persons in size, diverse contract supporting multiple customer organizations; to include working with subcontractors)
  • The PM must be able to respond quickly and flexibly to a fast-paced, constantly evolving environment, prioritize and de-conflict tasks and effectively execute the SOW requirements
  • The PM should have relevant experience and specific domain knowledge to accomplish the technical tasks of the contract across the following areas: general SETA, corporate support, policy/governance/compliance, enterprise architecture, strategy development, investment planning, and process metrics

Desired Qualifications: 

  • 10 years experience as a Program Manager in the Westfields customer environment
  • Comprehensive understanding of the architecture and systems, specialized domain expertise, and creative thinking are required to support senior leadership in a dynamic information technology services environment
  • Masters degree in Business Administration
  • Project Management Professional, or DAU, certification is highly desired
  • ITIL certification 


Responsibilities

The Program Manager (PM) serves as the primary leadership point of contact for Contractor support allocated to the contract, directs hiring and assignment of contract personnel, coordinates subcontractor partnerships, oversees the accomplishment of the tasks supporting the agency CIO and Director of Communications Systems, and ensures the delivery of the associated CDRLs. You will work closely and substantially with program Contracting Officer's Technical Representatives (COTRs) and ensure program objectives are achieved within stringent costs, schedule, and technical performance requirements. You will be required to utilize tools for tracking budgets, spend plans, funding obligation and execution, and other programmatic needs. Using these tools, you will coordinate with stakeholders as directed to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status. You will also be expected to attend occasional corporate related functions and support business development efforts such as providing advice on RFPs. Successful candidates in this position will demonstrate an aptitude for creative problem solving, attention to detail, negotiating competing priorities, and excellent communication and negotiation skills.  Travel is not expected but may be required.
