Overview

The State of Vermont Agency of Digital Services is seeking an experienced, forward thinking Chief Technology and Enterprise Services Officer (CTESO) to lead the modern, statewide technology platforms and shared services that power government operations. The CTESO is a forward looking, enterprise level evolution of the classic CTO role—purpose built to drive modernization, innovation, and operational excellence statewide.

 
This role serves as a senior executive responsible for driving strategy, delivery, and operational excellence across Vermont's technology foundation. This leader ensures secure, resilient, and innovative technology services that support every state agency and department, advancing efficient operations and aligning technology capabilities with government priorities in service to all Vermonters.

 

  • Strategic and operational leadership: Maintains and executes the statewide enterprise technology strategy established by the State CIO, ensuring the deployment and use of technology systems and services are aligned to the Governor's priorities, Agency of Digital Services governing principles, and partner agency needs.  This role is a stakeholder in driving state modernization initiatives and fostering a culture of accountability and service excellence.
  • Infrastructure and operations oversight: The role oversees the design, operations, and continuous improvement of technology infrastructure and service delivery, including cloud platforms, network services, identity management, and field services such as application development and system administration.
  • Modernization and innovation: Leads efforts to modernize networks, consolidate domains, and transform legacy systems, while collaborating with executive leaders to pilot emerging technologies like automation and AI to meet evolving agency demands.
  • Equity and mission-specific support: This position ensures equitable access to technology solutions tailored to agencies of different sizes and complexities, supports alignment within ADS service delivery models, and promotes solutions that reduce barriers to service for Vermonters.  
Work Environment

This position permits a hybrid work arrangement, requiring a physical presence in Montpelier three days per week, with additional presence as needed.

Compensation
  • Anticipated approximate starting salary range from $140,000 to $160,000.

Minimum Requirements

Bachelor's degree in Information Technology, Public Administration, Business Management, or related field (master's preferred) and least ten (10) years of progressively responsible leadership experience in IT services, operations, or government technology, including supervisory experience over senior-level staff.
