The Principal Assistant performs legislative and communications work at a senior professional level under the general direction of the Department's Deputy Commissioner.

 

The Principal Assistant monitors tax policy and tax related proposals throughout the legislative session and provides daily status updates to Department leadership, Agency of Administration leadership, and the Governor's policy team. After the legislative session, this position summarizes enacted legislation affecting tax policy and tax administration for online publication and for the Department internal implementation processes. Tracks and communicates updated tasks and deadlines for legislatively mandated reports, studies, committees, and working groups involving the Department. 

 

In coordination with the Department Communications Team, this position plans and generates new or updated content for the Department website and other internal and external communications materials to reflect legislative changes. The Principal Assistant provides a central coordinating role between division directors, Department leadership, and the Communications Team in building the agenda for the Fall Tax Symposium, a flagship annual event that serves to educate Vermont tax professionals about how legislative changes will impact their tax preparation work for the coming tax season. Provides other communications-related tasks as requested by Director of Communications.

 

The anticipated approximate starting salary range for this position is from $70,000 to $100,000, annually, depending on qualifications and experience.

 

Skills: 

The Principal Assistant role requires the following knowledge, skills, and abilities. Considerable knowledge of the legislative process at the state level. Ability to monitor and evaluate legislative proposals for possible impact on state tax policy and administration. Ability to quickly comprehend complex information and effectively distill and communicate it orally and in writing using plain language principles. Ability to utilize various forms of media to communicate effectively with internal and external stakeholder groups. Ability to creatively and effectively write, edit, and design reports, web content, and other publications within specified timetables. Ability to establish and maintain effective working relationships.

Minimum Qualifications

The Principal Assistant role requires the minimum qualifications of a Bachelor's degree or higher in public administration, political science, economics, journalism, marketing, communications, public relations, or a related field AND four (4) or more years of experience at a professional level in tax policy analysis or closely related experience such as in public policy, journalism, economics, marketing, communications, public relations, or a related field.
