Overview

The Department of Public Service is recruiting a Director of Energy Efficiency Service.

 

This is an executive level position with supervisory duties, leadership responsibilities, fund and/or program management, legislative activities, and the provision of written and oral testimony before the Public Utility Commission. The Director performs specialized analysis and leads policy development and implementation for the Department of Public Service related to present and future energy efficiency and clean energy matters that are before the PUC for review, inquiry, or decision. The Director reports directly to the Commissioner of the Department of Public Service.

 

Duties include, but are not limited to:

  • Recruit, train, and evaluate reporting staff (currently staff of 6) in the Division of Efficiency and Energy Resources.
  • Direct participation in proceedings before the Vermont Public Utility Commission, including provision and direction of written and oral testimony.   
  • Oversee the work of the Energy Efficiency Utilities and the Distribution utilities “Tier 3” fossil fuel reduction efforts and provide direction to staff on relevant proceedings, including developing, analyzing, and advocating for fundamentally sound policy positions.
  • Oversee the Department's work related to the development and implementation of Vermont's Clean Heat Standard, including developing, analyzing, and advocating for fundamentally sound policy positions.
  • Maintain effective working relationships with Legislators and the media. Respond promptly with credible information to inform policymakers and the public. Provide Legislative testimony on relevant bills that are consistent with the Administration's Strategic Plan and priorities.
  • Actively participate in the Department's leadership team and legislative (Policy Shop) team to help develop the Department's positions and priorities.
  • Deliver presentations regarding Vermont's energy programs and initiatives to stakeholder audiences.
  • Explore and advocate for emissions reductions strategies in the thermal sector that promote affordability for Vermonters.
  • Oversee updates to Vermont's Building Energy Codes and work with Vermont's efficiency utilities and other stakeholders to increase compliance with Codes.
  • Coordinate with the Vermont Agency on Transportation in support of Electric Vehicle deployment and, specifically, the use of managed charging to minimize costs to electric ratepayers.
     

The offices are in Montpelier. A remote hybrid option is available, but in person work will be required. This is a full-time exempt position and salary is commensurate with experience.

Environmental Factors

Work is performed in a standard office setting, but with the need for some travel for which private means of transportation should be available. Telecommuting is also an option, subject to the needs of the agency, as determined by the Commissioner of the Department of Public Service. Significant interaction with utilities, legislative and state and federal personnel is required. Work outside of regular business hours should be anticipated.

Preferred Qualifications

Advanced degree in environmental or energy studies, economics, public policy, public administration, or business AND four (4) or more years of experience involving the management, analysis and/or development of energy programs.
OR
Bachelor's degree in environmental or energy studies, economics, public policy, public administration, or business AND eight (8) years of experience involving the management, analysis and/or development of energy programs.
