Overview

The Vermont Department of Liquor and Lottery (DLL) is seeking a collaborative, detail-driven financial professional to join our team as the Financial Manager for the Vermont Lottery Enterprise Fund. This position serves as a senior expert in Vermont Lottery financial management and plays a central role in overseeing fiscal operations, ensuring compliance with accounting principles. The ideal candidate should demonstrate integrity, effective management of internal controls, and keen attention to detail.


This position will:

  • Supervise the Lottery accounting team.
  • Perform senior professional work in maintaining accounting and financial records.
  • Analyze financial reports, programs, costs, payments, and accounting processes.
  • Oversee all fiscal operations for the Vermont Lottery Enterprise Fund.
  • Ensure compliance with accepted accounting principles and standards.
  • Provide functional supervision over multiple complex accounting functions.

 

The ideal candidate will have:

  • Strong background in financial management and accounting.
  • Experience supervising accounting or financial staff.
  • Ability to manage multiple deadlines in a compliance-driven environment.
  • Strong analytical skills and attention to detail.
  • Excellent communication skills and comfort working with internal and external partners.
  • Familiarity with Lottery regulatory frameworks and compliance standards.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

One year as a Financial Administrator III with the State of Vermont.

 

OR

 

Certification as a CPA.

 

For some positions preference may be given to applicants with supervisory or management experience.

Preferred Qualifications
  • One or more years of lottery experience.
  • Advanced proficiency in Excel.
  • Experience working with the VISION system (VISION in the State of Vermont PeopleSoft financial system).
Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
