Tetra Tech International Development is currently accepting expressions of interest for a Director of Monitoring, Evaluation, and Learning (MEL) position on the anticipated USAID-funded Public Financial Management (PFM) Activity in Sri Lanka. This position will be located in Colombo, Sri Lanka. The position is contingent upon the activity's award and USAID approval. 

 

Position Description/Summary: The purpose of this Activity is to improve revenue generation and expenditure controls; support participatory PFM capabilities at the subnational level, including gender responsive/equitable budgeting; assist the deployment of e-government systems for fiscal transparency; and strengthen oversight and accountability mechanisms, updating competencies of public services.  

 

The Director of MEL will work under the overall direction of the Chief of Party and provide leadership and monitoring and evaluation oversight across activities. The position will require expertise in monitoring and evaluation, learning and knowledge management, and data collection, analysis, and synthesis.

 

Responsibilities:  

* Work with technical team members on annual planning, definition of outputs, outcomes, and results. 

* Coordinate the preparation of quarterly and annual reports, as well as other deliverables, involving PFM sector-related data and indicators. 

* Ensure compliance of Activity MEL Plan (AMELP) and rigorous review and update of AMELP each year.  

* Ensure data quality, rigor and relevance for all approved indicators and preparation/validation of detailed indicator reference sheets.  

* Support formulation and implementation of project-level collaboration, learning, and adaptation efforts. 

* Collaborate with technical team members in the design of evidence-based research and data collection activities focused on PFM and systems audits.  

* Engage professionally with relevant government, academic, and policy-oriented organizations in support of evidence-based research and data collection concerning PFM and systems audits.  

* Support creative and high-quality project communications.  

* Support staff and partners in collecting, reporting, and verifying that data and indicators meet Tetra Tech and USAID quality standards.  

Minimum Qualifications Required:  

* Minimum bachelor's degree or higher in data analytics or another related field. 

* At least seven (7) years' experience in MEL on donor-funded projects of similar scope and size, including demonstrated leadership of relevant teams.  

* Strong familiarity with academic research methodologies and data collection, as well as theory of change. 

* Experience working with knowledge management tools and facilitating learning events.   

* Demonstrated ability to generate creative and impactful data displays.  

* Experience with organizational development and performance management strongly preferred.  

* Proficiency in written and spoken English required.  

* Sri Lankan nationals are strongly encouraged to apply.
