The USAID-funded Water Efficiency and Conservation Activity (WEC) project in Jordan, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a GIS/Treated Wastewater Reuse Specialist for a short-term technical assignment (STTA). This position will be located in the main office in Amman, Jordan. The entire anticipated LOE for this assignment is 30 days, over a total duration of no more than 12 weeks. The Specialist must be prepared to finish the task no later than September 30, 2024.

 

Position Description/Summary: The overall goal of this STTA is to develop, test, and operate a GIS-based decision-making tool and database that contains all pertinent GIS and other data concerning TWW reuse activities near WWTPs, as well as to train WAJ staff on GIS and how to utilize the tool in their regular job duties. Specifically, the scope of work will be tailored to: Develop GIS-based decision-making tool and database for TWW reuse agreements in the vicinity of WWTP sites. This decision-making tool should enable WAJ personnel to save, analyze, and visualize spatial and temporal data on wastewater reuse agreements with farms, making it easier to achieve the following goals:

* Quickly determine if a plot is eligible for reuse agreements;

* Improve reuse agreement documentation and reporting;

* Identify future reuse paths and needs based on reuse requests and document locations;

* Store and export reused wastewater amounts, along with additional information such as cropping patterns, irrigated areas, and residual TWW in WWTPs;

* Ensure conformity with work procedures as established in legislation and rules; and

* Train the personnel of the WAJ/Environment and Reuse Directorate on how to use the GIS tool, particularly for making decisions on reuse agreements and reporting information about reuse and building maps.

 

Responsibilities:

* Conduct a literature review, meetings, and stakeholder analysis to establish the best practices, standards, and requirements for managing wastewater reuse agreements through the creation and application of GIS technology.

* Design and develop a geodatabase schema and structure that can accommodate the data types, formats, and attributes relevant to wastewater reuse agreements, and reuse requests, such as parcel location, water resource protection, treated wastewater availability, reuse pipelines, urban areas, topography, cropping patterns, and others as required.

* Collect, analyse, import, and validate data from diverse sources, including field surveys, agreements, maps, satellite photos, and GIS layers, to ensure quality, consistency, and correctness in the geodatabase.

* Create and deploy data analysis and visualization tools and methodologies to aid decision-making and planning for wastewater reuse agreements with farmers, such as spatial and temporal queries, statistical analysis, maps, charts, graphs, and so on.

* Document and test the geodatabase for usability, reliability, and security.

* The consultant/company must work closely with the WAJ/Environment and Reuse Directorate and the ICTU unit in WAJ to ensure the tool's functionality, security, and alignment with requirements.

* Providing two days of training and technical support to end-users of the geodatabase, including engineers and surveyors from the WAJ/Environment and Reuse Directorate, on data access, querying, analysis, and visualization for decision-making and reporting.

* The deliverables of the GIS-based tool and database will be as follows: Inception Report, Geodatabase schema and Structure report, List of collected and developed datasets/layers, Final versions of the tool/database (Soft copy) with the Schema deployed, Two days Training workshop.

Minimum Qualification Requirements:

* Minimum bachelor's degree in Geography, Computer Science, Engineering, Science, Information Systems, water science or related fields; master's degree is desired/preferred.

* Minimum 7 years' relevant work experience with master's degree; 10 years' relevant work experience with bachelor's degree.

* Previous proven experience of 5 years in GIS application and environments with a minimum of 2 years of experience in water or environmental GIS applications.

* Project Management: Ability to perform and deliver allocated project tasks to quality, time, and budget requirements, as directed by the supervisor.

* Communication: Ability to work closely with partners to identify, design, and certify key GIS workflows for the intended product.

* Knowledge about the Jordanian water sector, water resources management, treated wastewater reuse, irrigation practices and agriculture are advantages.
