Description

The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Grants Manager. This position will be located in Yala Province – or alternatively, in Bangkok with travel to the Deep South, North and Northeast.

 

Position Description/Summary: The Grants Manager is responsible for carrying out the administrative duties required to assist with all aspects of implementing and managing the USAID Enhance Activity Grants under Contract (GUC) program. This includes coordinating technical and administrative review of grant applications, preparing grants packages and supporting the process of grants package review and execution. The Grants Manager will also carry out pre-award surveys and transparent monitoring, review, and evaluation of grant activities and deliverables. The position supports the overall management of the entire GUC portfolio in compliance with USAID's and Tetra Tech's procedures and policies. The Grants Manager will report directly to the Senior Grants Manager.

 

Responsibilities:

* Support Senior Grants Manager with the overall administration of the USAID Enhance Activity GUC portfolio;

* Assist in the development and issuance of solicitations;

* Monitor the collection of grantees' applications and conduct initial reviews to ensure adherence to technical requirements of USAID's and Tetra Tech's policies and procedures;

* Support the Senior Grants Manager in the Review and Evaluation Committee (REC) process;

* Support the Senior Grants Manager in drafting grant memos and grant packages;

* Conduct pre-award surveys and risk assessments with the Senior Grant Manager and Technical Team;

* Assist in analyzing budget elements to ensure costs are reasonable, allowable and allocable;

* Participate and assist with grantee site visitations and compliance checks;

* As assigned by the Senior Grants Manager, assist with quarterly technical, monitoring, and financial reports, and distribute to appropriate staff for review;

* Regularly review the Grant Agreements for achievement of milestones, burn-rate, compliance with applicable USAID regulations, and assist the grantees in preparing for closeout;

* Serve as a resource for grantees on questions pertaining to achievement of milestones, compliance regulations, and preparation of reports.

Minimum Qualification Requirements:

* Minimum bachelor's degree in social or political science, development, public administration, or related field; master's degree preferred;

* Minimum 5 years of experience implementing community engagement, local administration, citizen participation, and/or civil society programming in Thailand;

* Good knowledge of participatory concepts and tools, especially at the local level; experience working with minority and disadvantaged communities, including women, youth, and Persons with Disability (PWD); proven success liaising with international development institutions, local administration structures, and government bodies;

* Experience in managing grants to non-governmental organizations, civil society organizations, academia, etc.;

* Experience implementing USAID or other donor-funded projects in Thailand;

* Excellent organizational skills;

* Demonstrated ability to communicate clearly and effectively with all levels of staff;

* A working knowledge of data management using Microsoft Word and Excel software programs; 

* High degree of adaptability to varied working environments and good interpersonal and teamwork skills;

* Ability to effectively respond to continuously evolving priorities; and

* Fluency in Thai and advanced English language skills (written & oral).
