Proposal Summary:
The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.
Position Summary:
The Assessment, Monitoring, and Evaluation (AME) Analyst will support the IWC by designing, implementing, and analyzing performance metrics related to training programs, operational effectiveness, and strategic initiatives. This role requires expertise in data analysis, program evaluation, and impact assessment, ensuring that IWC activities align with DoD priorities and national security objectives. Please note this is a part-time position.
Responsibilities:
- Develop and implement monitoring and evaluation frameworks for IWC programs.
- Collect, analyze, and interpret qualitative and quantitative data to assess performance outcomes.
- Support DoD reporting requirements by producing detailed evaluation reports, impact assessments, and strategic recommendations.
- Work with IWC leadership, instructors, and partners to establish key performance indicators (KPIs).
- Identify trends, gaps, and areas for improvement in IW training and research programs.
- Present findings to senior officials, stakeholders, and interagency partners.
- Ensure compliance with DoD assessment standards and best practices.
Qualifications:
- Bachelor's degree in a relevant field. Master's degree in Data Analytics, International Affairs, Public Policy, or a related field, preferred.
- 5+ years of experience in program evaluation, performance assessment, or data analysis.
- Familiarity with DoD assessment methodologies and reporting frameworks.
- Strong ability to synthesize complex data into actionable insights.
- Familiarity with AI/ML technology and big data.
- Experience with statistical software and data visualization tools.
- Ability to travel internationally as required.
- Secret/NACI security clearance.
