Project Summary:

The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:

The Creative Hub Team Leader will contribute to MRI's efforts to support implementation of strategic communications. The Creative Hub Team Leader will oversee and coordinate the efforts of the Creative Hub Team to ensure seamless collaboration and effective delivery of visual and written content that supports the government's communication goals. The selected candidate will be an essential asset of the project management, by assuring the collaboration, coordination, quality, and support within the team. This is a short-term assignment with an expected level of effort of 109 days. The position will be based in Chisinau, Moldova.

Responsibilities

• Plan and prioritize creative projects, ensuring that each team member is assigned tasks according to their expertise and workload capacity.
• Set clear objectives and timelines for each project, keeping in mind the communication objectives and campaign schedules.
• Foster a collaborative atmosphere among team members, encouraging open communication and idea-sharing.
• Coordinate the efforts of the Photographer, Videographer, Graphic Designer, and Copywriter to ensure a unified approach to visual and written content creation.
• Oversee and review the work of team members to maintain high standards of quality, consistency, and adherence to the government's communication guidelines.
• Provide constructive feedback and guidance to team members, encouraging continuous improvement and professional growth.
• Address any challenges or roadblocks faced by the team and offer support to resolve them efficiently.
• Provide creative direction and vision for each project, ensuring that the team's work aligns with the overall communication strategy and reflects the government's brand identity.
• Manage resources effectively, including budget allocation, equipment, software, and any external service providers, to optimize project outcomes.
• Report regularly on the progress of projects to relevant stakeholders, government officials, or communication teams.
• Mediate and resolve any conflicts or issues that may arise within the team or between team members and other stakeholders.
• Identify training and development opportunities for team members to enhance their skills and expertise in their respective areas.
• Lead by example, demonstrating professionalism, integrity, and a strong work ethic to inspire the team to perform at their best.
• Provide mentorship and guidance to team members, fostering a positive and supportive working environment.
• Ensure that all intellectual property rights are respected, and that team members adhere to the government's policies regarding ownership and usage of creative materials.

Qualifications:

• Master's degree in journalism, public administration, or another relevant field is required.
• Minimum three years of experience working in the communications field is required.
• Experience with USAID-funded or other international organization projects.
• Familiarity with USAID communications policies is preferred.
• Ability to work effectively and harmoniously under pressure in a stressful environment and with partners from different cultural and professional backgrounds is required.
• Ability to work and travel within Moldova is required.
• Fluency in English and Romanian is required.
