Proposal Summary:  
MSI is seeking a CVE Knowledge Management and MEL Expert for the USAID-funded Northern Economic Livelihoods for Youth (NELY) Activity in Benin. The goal of this multi-year program is to improve economic livelihoods for young men and women in northern Benin vulnerable to recruitment by violent extremist organizations. 

Position Summary: 
MSI is seeking a CVE Knowledge Management and MEL Expert to lead programming to increase and promote sustainable livelihoods, counter violent extremism and foster economic security. This will be a full-time position based in Cotonou or Parakou, Benin. This position is contingent upon award.

Responsibilities: 

• Provide technical leadership to develop the program results framework, plans, and indicators to capture project performance results related to countering violent extremism.
• Manage the collection, recording, and analyzing of data.
• Support sub-grantees in developing their M&E plans or data collection.
• Develop and coordinate learning events and training.
• Facilitate internal and external knowledge-sharing.
• Solicit performance feedback.
• Provide effective, accurate and timely monitoring, evaluation and reporting of the economic growth activities.
• Supervise the program's MEL activities, ensuring that lessons learned are integrated into program implementation to continuously improve the quality of interventions and outcomes.
• Document and disseminate program successes and challenges to USAID.
• Design and conduct research.
• Assure that all assistance provided is technically sound and appropriate to meet activity objectives.
• Develop regular reports and ongoing activity monitoring consistent with the requirements of MSI's agreement with USAID and with internal reporting requirements.
• Support the preparation of deliverables such as work plans, MEL plans, and reports.
• Oversee and support partners' MEL outputs.
• Coordinate with USAID/Benin, as required by Chief of Party.

Minimum Required Qualifications: 

• A bachelor's degree in a relevant technical field such as M&E, international development, etc.
• Minimum 7 years' experience implementing knowledge management frameworks within development assistance programs/projects.
• Experience providing MEL support on CVE programming.
• Ability to convey complex information effectively to diverse audiences.
• Strong written and verbal communication skills in English and French required.
• Preference for local or regional hire.
