Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is recruiting an Electricity and Renewables Lead  to lead the analytical, policy and legislative work to advance electricity market reform (including market coupling with Europe) and renewable energy development in Ukraine, as well as the power system modelling and development, including network (transmission and distribution) development, enhancing synchronous operation with the ENTSO-E and improving the resilience and sustainability of the electricity sector. 

 

The Electricity and Renewables Lead will also support and coordinate with stakeholders, including government bodies, regulators, industry representatives, and international partners to ensure effective cooperation and the successful implementation of the project goals. This position requires strategic vision, leadership, and expertise in electricity markets and renewable energy in compliance with Tetra Tech policies and local labor laws for the project office in Kyiv, Ukraine.  

Position Responsibilities

    • Plan and manage the Electricity and Renewables Team's work based on annual plans, monitor implementation, and ensure quality of outputs as per the project contract and annual workplans.
    • Plan and coordinate the work of direct reports, subordinates, consultants and subcontractors in line with the project contract, project logical framework, and annual work plans.
    • Build and maintain effective partnerships with the Ministry of Energy, Regulator (NEURC), Parliamentary Committee on Energy and Utilities, Market Operator, Guaranteed Buyer, electricity producers, associations, Ukrenergo, DSOs, other project beneficiaries, and with other international development partners. 
    • Lead project activities related to the electricity market design and policy implementation with the goal of full market integration (including market coupling) with neighboring EU and Energy Community member countries. 
    • Coordinate drafting of primary and secondary legislation related to the electricity and renewable energy sectors to address the identified gaps and to ensure compliance of Ukrainian legislation with the European acquis.  
    • Develop and implement activities on regulations, roadmaps and mechanisms to enhance transparency and competition in the electricity market segments, to eliminate non-market mechanisms, to ensure financial stability of different market segments, including but not limited to the facilitation of proper financial settlement and clearing mechanisms. 
    • Develop and implement the preparation of an electricity market competition roadmap to achieve competitiveness in all electricity market segments (e.g., day-ahead, bilateral contracts, real-time balancing, etc.) in consultation with national and international stakeholders. 
    • Analyze global trends in the development of renewable energy and energy storage, including legislation, existing and prospective models of support frameworks, technologies, and utilize them for successful implementations in Ukraine with the goal of facilitating market-based, commercial operation of projects. 
    • Develop and execute the implementation plan for the Renewable Energy Policies for the Ministry of Energy considering short-, mid- and long-term interventions. 
    • Lead or support project activities in financial modeling and analysis of the electricity market, including the renewable energy support mechanism and the household PSO. 
    • Prepare and implement capacity development programs for the project beneficiaries in the electricity and renewable energy sectors. 
    • Lead or support project activities related to attracting private sector investments to the electricity sector, including privatizations. 
    • Lead power system planning activities, including network development plans to accommodate demand growth and renewable energy integration, grid modernization solutions, energy storage, smart grid technologies and digitalization.  
    • Supervise activities to enhance the synchronous operation of the Ukrainian power system with ENTSO-E, to maximize the use of available cross-border capacities and to increase the interconnection capacities. 
    • Implement the transmission and distribution network development projects for TSO and DSOs, including projects on distributed electricity generation and microgrids. 
    • Manage technical activities on electricity infrastructure recovery and development, including modeling (technical and economic), analysis and planning towards ensuring the long-term security of supply and resilience. 
    • Support project activities related to assessing the needs for materials and equipment required to restore damaged power system infrastructure and to developing new generation and/or network capacity. 
    • Perform other duties as assigned.

Required Qualifications

    • University degree in electrical engineering,  economics, business management or related field combining a science degree with postgraduate on energy.  
    • At least 10 years of experience in the electricity sector. 
    • Strong experience in regulation of the electricity market and reform implementation, including generation, distribution, transmission, electricity trade (wholesale and retail) segments and renewable energy support mechanisms. 
    • Hands-on and project management experience in electricity market reform, facilitation of market competition, power system planning and ENTSO-E synchronization, development of renewable energy, support & public service obligation (PSO) mechanisms and recovery and development of the energy infrastructure. 
    • Strong understanding of Ukrainian primary and secondary legislation and EU acquis on electricity and renewable energy. 
    • Strong understanding of the challenges in the electricity and renewable energy sectors in Ukraine. 
    • Experience in working with high-level stakeholders, including Ukrainian Parliament and Government entities as well as international partners and the business community. 
    • Proven ability to facilitate discussions and to build consensus among diverse stakeholders, ensuring alignment on critical policy and regulatory priorities. 
    • Strong organization, analytical and project management skills.  
    • Experience in designing, analyzing and implementing energy policies and strategies. 
    • Good understanding of trends and practices related to the electricity sector and renewable energy. 
    • Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively. 
    • Fluency in English. 

Preferred but Not Required Qualifications

    • Work experience in international technical assistance projects in Ukraine. 
    • Advanced university degree in electrical engineering, energy management, economics, business management or related field acceptable to Tetra Tech. 
    • Good understanding and regulatory experience in energy markets related to the electricity and renewable energy sectors. 
    • Experience in the electric market reform and renewable energy development in other developing countries. 
    • Basic proficiency in Ukrainian would be of advantage. 

Line Management Responsibility  

  • Deputy Electricity Infrastructure/Decarbonization Lead and Deputy Electricity Market Lead will be direct reports of the Electricity and Renewables Lead.

Physical Demands and Work Environment: This will be a hybrid position, but will require frequent, regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
