Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks an Energy Investment Specialist to facilitate and promote private investment in developing energy infrastructure, especially from U.S. investors, project developers, equipment suppliers, and service providers. The Energy Investment Specialist will identify and promote investment opportunities, develop bankable project pipelines, prepare compelling investment materials, coordinate closely with financial institutions, and take part in the establishment and functioning of an Investment Concierge Facility designed to enhance investor engagement and capital mobilization. As a core member of the financial and economic team within the Specialized Advisory Services (SAS) unit, the Specialist will report directly to the Financial and Economic Analysis Lead and collaborate closely with the Legal and Regulatory Lead. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office.
Position Responsibilities
- Collaborate with technical experts to screen, evaluate, prioritize, and build a strategic pipeline of high-potential, bankable energy projects.
- Coordinate with SAS legal and regulatory experts to develop implementation pathways for investment mechanisms, including privatization, concessions, public-private partnerships, and corporate power purchase agreements.
- Work with technical, regulatory, and legal teams to ensure projects meet investor readiness standards and help to bridge the gap between investment concepts and bankable projects.
- Prepare investment teasers, information memoranda, and pitch decks and support marketing and investor engagement events.
- Design and implement investment promotion platforms, including the Investor Concierge Service, provide facilitation support to investors at events, track investor inquiries, and follow up on investment leads.
- Engage with banks, development finance institutions, and private investors and map financing options for projects.
- Advocate for privatization or corporatization of energy entities, develop investment models, assess legislative options based on analysis of best practices, and develop privatization strategies.
- Perform financial and investment analysis of projects in the electricity, gas, municipal utility, and other energy-related infrastructure sectors. Assess project viability, commercial structures, financing options, risk allocation, and overall bankability, incorporating sensitivity and scenario analyses as appropriate. Provide cross-cutting support to technical teams in assessing investment projects.

Required Qualifications
- Bachelor's degree in finance, business, or other relevant field
- Minimum of three years of relevant experience
- Experience preparing investment memoranda, teasers, and other investor-facing documentation
- Advanced proficiency in financial modeling and investment appraisal methodologies, and in-depth knowledge of Ukraine's investment climate and frameworks
- Strong investment analysis skills and familiarity with project evaluation techniques
- Ability to produce high-quality materials within tight time frames and simultaneously manage several projects
- Professional written and verbal communication and interpersonal skills
- Proficiency in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint)
- Fluency in Ukrainian and full proficiency in English
- Proven ability to work effectively both as part of a team and independently in a dynamic, fast-paced environment
Preferred but Not Required Qualifications
- Master's degree in finance, business, or another relevant field
- Minimum of five years of experience in investment analysis, project finance, or infrastructure finance
- Familiarity with energy, infrastructure, project finance, concession agreements or public-private partnership projects
- Experience working with development finance institutions, international finance institutions, private equity, or investment banks
- Professional certificates and/or continued education certificates in investment appraisal and/or finance
- Experience on donor-funded international projects or U.S. government–funded projects

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
