Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is recruiting an Energy Legal & Commercial Expert who will support efforts to facilitate private sector investment and mobilize international capital in Ukraine's energy and related infrastructure sectors. The expert will provide comprehensive legal, regulatory, and commercial advisory services, ensuring that legal frameworks, market governance practices, and project structuring mechanisms align with international best practices and investor requirements. Working closely with the Legal and Regulatory Lead and collaborating with the Financial and Economic Team within the Specialized Advisory Services (SAS) unit, this role will help identify and address legal, regulatory, and commercial barriers to investment, strengthen stakeholder engagement, and advance Ukraine's integration with competitive energy markets. This person will report to the Legal and Regulatory Lead.
Position Responsibilities
- Conduct legal and regulatory analysis to support reforms and align Ukraine's energy sector with EU energy acquis and international best practices.
- Draft, review, and provide input on legislation, regulatory instruments, and policies related to the energy and associated sectors.
- Provide guidance on legal, regulatory, and commercial frameworks that promote private sector participation, address institutional and legal barriers to investment, and align with international financial standards.
- Offer actionable legal and commercial recommendations to improve the investment climate and develop practical tools for stakeholders.
- Support initiatives that promote competitive energy markets, enhance security of supply, and encourage energy efficiency.
- Collaborate with technical and financial teams to ensure legal and commercial considerations are integrated into project planning and implementation.
- Engage with key stakeholders to ensure effective coordination and support for energy sector reforms and investment initiatives.
- Contribute to activities that reduce regulatory barriers and promote private investment, including through investor support services.
- Share insights from international best practices to inform legal and regulatory improvements in Ukraine.
- Provide training and capacity building to public entities and other stakeholders on legal and commercial aspects of energy sector reforms.
- Track legal and regulatory developments and provide timely advice to project leadership.
- Coordinate external legal consultants as needed to maintain consistency and quality.
- Represent the legal and regulatory team in consultations and discussions with public institutions, investors, and partners.

Required Qualifications
- Bachelor's degree in law, Energy Law, Commercial Law, or related discipline
- At least 5 years of experience in legal and regulatory advisory roles, including drafting and reviewing legislation, policy, and commercial agreements in the energy sector
- At least 2 years of experience working with high-level stakeholders, including senior government counterparts, regulators, and industry persons
- Strong knowledge of energy sector governance, regulatory frameworks, and international best practices for competitive energy markets and investment mobilization
- Familiarity with IFI standards and requirements (e.g., World Bank, EBRD, IFC Performance Standards)
- Fluency in Ukrainian and English (written and spoken), including experience drafting documents in both languages
- Excellent research, analytical, and problem-solving skills, with the ability to communicate complex information clearly and effectively
- Proven ability to work effectively both as part of a team and independently in a dynamic, fast-paced environment
- Experience in project/business structuring and providing transaction, legal and commercial advisory services related to private investment mobilization
Preferred but Not Required Qualifications
- Master's degree in a related discipline
- Previous experience working on U.S. government or other donor-funded projects
- Possession of academic qualifications in both law and economics or finance
- Experience in private investment mobilization in areas such as risk allocation, investor protection, and bankability

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv, and may entail occasional travel within Ukraine for interaction with local stakeholders.
