Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Evaluation Assistant will support the Team Lead in conducting a mid-term process evaluation of the Mozambique Local Governance Strengthening (LOGOS) contract, which completed two and a half years of implementation by September 2023. The report produced from the evaluation will inform USAID/Mozambique on how the LOGOS contract has implemented activities planned, assess resources allocated towards achievement of objectives, determine if interventions are sufficient to reach desired outcomes, and guide the USAID/Mozambique for future programming. LOGOS' assistance to targeted geographic areas included the Nampula, Zambezia and Cabo Delgado provinces.  This will be a short-term position, with an estimate of 15 days level of effort during the period of January 2024 to April 2024.

 

Responsibilities:

  • Assist the Team Lead to prepare the fieldwork.
  • Participate in fieldwork and manage specific data collection tasks as assigned by the Team Lead.
  • Produce transcripts of all data collected.
  • Gather and document lessons learned, best practices and areas of improvement from implementation.

 

Qualifications:

  • High school diploma is required. Bachelor's degree is preferred.
  • Minimum seven years of experience in data collection tasks is required.
  • Experience in the field of institutional capacity development and proven track record of working on design of capacity development programs for public institutions is required.
  • Knowledge and understanding of the Mozambican political context, particularly the decentralization strategy and legal framework is required.
  • Good analytical, writing and presentation skills is preferred.
  • Ability to meet deadlines is required.
  • Fluency in Portuguese is required. Working proficiency in English is preferred.
