The Opportunity

The Finance Coordinator manages payments, maintains accurate financial records and produces timely reports. The role's objectives include leading budgeting and forecasting, ensuring compliance with financial controls, mitigating fraud risks, and assisting with procurement, asset management, and coordinating payments. This role is key to maintaining the program's financial integrity and supporting effective resource management.

The Program: Humanitarian Logistics Capability

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government's humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia's Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 55,000 people.

The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Greening, Localisation, Innovation, Partnerships and Indigenous engagement into all operations and activities

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Your Role:

  • Coordinate payment preparation and approval processes to ensure timely and compliant disbursements.
  • Support procurement activities in collaboration with the Contracts and Procurement Manager
  • Maintain up-to-date and organised financial records in accordance with organisational policies and procedures.
  • Lead the monthly financial forecasting process by collaborating with program managers and stakeholders to ensure accurate budgeting and cost projections.
  • Monitor and analyse financial variances to keep forecasts current and realistic throughout the program lifecycle.
  • Prepare and provide financial reports for program management, including Annual Reports, Annual Plans and Progress Reports.
  • Oversee quarterly, half-year and annual financial reporting on program expenditure versus budgets, ensuring transparency and accountability.

About You:

You are a personable and engaging financial specialist who fosters collaboration and brings people together, demonstrating strong attention to detail and problem-solving skills, proactively anticipating needs and challenges, handling confidential information with discretion and trustworthiness, adapting flexibly to changing priorities, and communicating effectively with both internal and external stakeholders.

You will possess:

  • Tertiary qualification in accounting, finance and business management or related fields is preferred. Significant experience in lieu of formal qualification will be considered.
  • Demonstrated experience in finance and/or accounting with experience managing financial resources and budgets with the ability to plan, budget, forecast and adjust expenditures to meet changing requirements.
  • Demonstrable experience in financial management of complex programs, operations and activities including experience with managing donor contracts and requirements (experience of Australian DFAT programs is preferred).
  • Strong communication, interpersonal and cultural competency skills.
  • Experience with procurement and contracting cycle for goods and services, preferably with familiarity of Australia's Commonwealth Procurement Rules.
  • Demonstrated ability to manage multiple priorities, deadlines, and competing demands with excellent organisational and time management skills
  • Excellent MS Office skills and advanced MS Excel competency.
  • Experience working in humanitarian response, international development and/or logistics and supply chain sector is highly desirable.
