The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific‑led, multi‑donor initiative supporting 14 Pacific Island countries and Timor-Leste to strengthen national humanitarian warehousing, pre-positioning and emergency response systems.

As the Financial Management & Administration Specialist, you'll report to the Program and Operations Manager and be the primary finance focal point for the PHWP Infrastructure Specialist Unit (ISU). You will play a vital role in the financial health, accountability and operational coordination of a diverse, region-wide infrastructure portfolio designed to build climate-resilient, inclusive humanitarian warehouses.

The Program: Pacific Humanitarian Warehousing Program - Infrastructure Specialist Unit (PHWP ISU)

PHWP supports partner countries to:

  • Access resilient, fit for purpose humanitarian warehouses and disaster relief supplies.
  • Strengthen national systems for warehouse management, pre-positioning and emergency response.
  • Build independently managed, inclusive and climate-resilient national capabilities.

Tetra Tech implements the infrastructure components of PHWP on behalf of DFAT as the Pacific Humanitarian Warehousing Program Infrastructure Specialist Unit (PHWP ISU). We work closely with SPC and country governments to co‑design and deliver warehouse solutions tailored to local needs. Delivery aligns with the program's cross‑cutting priorities: locally led development, GEDSI integration, and green humanitarian action.

Your Role

As the Financial Management & Administration Specialist, you will:

Lead the financial management operations of the PHWP ISU

  • Carry-out month end and year end closing processes
  • Prepare monthly invoices to DFAT and provide full documentation for monthly transaction spot checks

Deliver robust financial reporting & forecasting (60%)

  • Produce monthly, quarterly, half year and annual financial reports for DFAT and internal stakeholders.
  • Manage the monthly and annual forecasting processes, ensuring variances are accurately analysed and forecasting remains current.
  • Track expenditure against thematic priorities such as locally led procurement, GEDSI and MEL.

Manage payments and financial systems (20%)

  • Oversee program bank accounts and ensure all transactions meet compliance requirements.
  • Process payments, manage bookkeeping (QuickBooks + Tetra Tech systems) and oversee petty cash.
  • Prepare fund requests to ensure adequate program liquidity.

Support payroll processing and manage leave tracking (5%)

  • Coordinate submission of staff timesheets, liaise with Fiji and Australia corporate payroll teams, and manage ISU staff leave and STA contract day tracking.

Provide travel and admin support (10%)

  • Support ISU team travel bookings including booking accommodation and car rental, organising per diems, , and preparing travel Health, Safety and Security documentation.

Strengthen financial controls and compliance (5%)

  • As necessary, support the Operations Manager to undertake adhoc operational and administrative requirements of the program.
  • Work with the Program and Operations Manager and corporate teams to maintain strong financial processes aligned with DFAT and Tetra Tech requirements.

You Will Bring

  • Strong experience managing finances for complex programs including experience with ensuring compliance with donor finance requirements (DFAT and international development experience highly regarded).
  • Proven ability to plan, forecast, and adjust expenditures to adapt to changing program plans.
  • Experience with procurement and contract administration; familiarity with Australian Commonwealth Procurement Rules is an advantage.
  • Excellent knowledge of financial systems, tools and processes.
  • Strong interpersonal skills, cross‑cultural competence and the ability to work collaboratively across diverse teams.
  • Exceptional attention to detail, strong communication skills and commitment to transparency, accountability and inclusion.
  • Advanced computer skills, including Quickbooks and MS Office – advanced Excel skills required.
  • Degree in Finance, Commerce, Business, Project Management or related field. Significant relevant experience will be accepted in lieu of formal tertiary qualification.
