Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech is seeking a Legal and Regulatory Expert to advise and guide the Legal and Regulatory Team on a range of legal issues. The expert will provide comprehensive legal and regulatory advisory services, ensuring that proposed legal frameworks and market governance practices in the energy sector align with international best practices and create an enabling environment that attracts private capital and promotes investment. The person in this role will help identify and address legal and regulatory reforms needed to advance Ukraine's integration with competitive energy markets. This is a full-time position based in Kyiv, Ukraine. The position will report to the Legal and Regulatory Lead. 

Position Responsibilities

  • Draft and review primary and secondary legislation, legal submissions, and policy proposals across the energy, gas, heat, and water sectors. 
  • Conduct legal and regulatory gap assessments and propose reform measures to address challenges in national legislation and institutional frameworks. 
  • Provide legal advice, including opinions, memoranda, and impact assessments, to support evidence-based decision-making and legislative development. 
  • Support the design and implementation of legal and regulatory frameworks that enhance competition, transparency, and financial viability in electricity and gas markets. 
  • Develop legal solutions to strengthen the operational and financial independence of regulatory authorities and energy market participants, including transmission and system operators. 
  • Identify and address legal and regulatory barriers to investment in the energy sector, particularly in municipal infrastructure, energy efficiency, and industry. 
  • Contribute to the development of legal instruments that improve the investment climate and enable access to international financing. 
  • Collaborate with technical teams to ensure legal consistency across project strategies and deliverables. 
  • Coordinate with stakeholders, including ministries, NEURC, AMCU, NSSMC, Market Operator, Ukrenergo, and GTSOU, to support the implementation of regulatory instruments (e.g., REMIT) and promote market integrity. 
  • Monitor legislative and regulatory developments affecting project implementation and advise the project team accordingly. 
  • Represent the Legal and Regulatory Team in consultations, public hearings, and stakeholder engagements with public authorities, investors, and project partners. 
  • Organize and lead capacity-building initiatives (e.g., workshops, trainings) to strengthen institutional understanding of legal and regulatory reforms. 
  • Coordinate the work of external legal consultants, ensuring quality, consistency, and alignment with project objectives. 
  • Perform other duties as assigned. 

Required Qualifications

  • Bachelor's degree in law or energy law 
  • At least 5 years of experience in drafting, negotiating and reviewing legal documents, legislative acts, memoranda, etc. 
  • At least 2 years of experience working with high level stakeholders, including senior government counterparts, regulators and industry persons 
  • Strong knowledge of energy sector governance, regulatory frameworks, and international best practices for competitive energy markets 
  • Proven ability to build effective working relationships with sector stakeholders 
  • Fluency in Ukrainian and English (written and spoken), including experience drafting documents in both languages 
  • Excellent research, analytical, and problem-solving skills, with the ability to communicate complex information clearly and effectively 
  • Proven ability to work effectively both as part of a team and independently in a dynamic, fast-paced environment 
  • Proficiency in office computer applications (Microsoft Word, Outlook, Excel, PowerPoint) 

Preferred but Not Required Qualifications

  • Master's degree in related discipline 
  • Previous experience working on U.S. government or other donor-funded projects 
  • Possession of academic qualifications in both law and economics or finance

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
