Project Summary:

USAID's Countering Transnational Corruption Grand Challenge for Development (CTC Grand Challenge) leverages innovation and collaboration to prevent corrupt actors from siphoning off critical resources that should be used for the public good. The CTC Grand Challenge will support innovators and solvers to develop challenge solutions will detect and disrupt illicit finance and trafficking in commodities; strengthen transparency and accountability in global supply chains; promote standards, practices, and norms that enhance integrity in the public and private sectors; and address other significant dynamics of transnational corruption. CTC Grand Challenge will do this through harnessing the power of both novel and proven approaches, tools, and technologies; mobilizing and leveraging the private sector; partnering with local solvers and influencers; and fostering collective action through diverse networks.

Position Summary:

The Open Innovation Consultant will support the CTC Grand Challenge Chief of Party and Private Sector Engagement (PSE) Expert by designing a prize competition under the Grand Challenge's upcoming Global Health Supply Chain activity. The activity will focus on sourcing innovative solutions to corruption risks related to falsified/substandard and counterfeit medicines, as well as the theft and diversion of medicines. The estimated total level of effort is up to 30 days with possible extension to meet project needs.

 

Responsibilities:

  • Supervise the design process for the prize competition, integrating technical inputs from the team and aligning the prize strategically within the Grand Challenge's technical areas, objectives, funding, and MEL plan.
  • Consult with Grand Challenge leadership, USAID Anti-Corruption Center, and USAID Global Health.
  • Meet with the MEL Manager to review outputs, outcomes, and objectives.
  • Integrate successful tools, methodologies, best practices, and lessons learned from other Grand Challenge prizes and challenges. 
  • Consolidate minutes from stakeholder consultation and co-design reports into a public facing summary as background for potential prize competitors.  
  • Support the Grand Challenge team with any additional desk research, interviews, focus groups, or stakeholder consultations that may be needed.
  • Support administrative requirements associated with delivering prize awards through relevant USAID authorities. 
  • Produce a prize call/announcement for USAID approval, including the following components: problem statement, results statement, and prize objective; incentive/award strategy; prize timeline; prize sequencing, including rounds, cohort engagement and peer learning, as well as other open innovation opportunities to support the winning innovators; eligibility criteria; submission instructions; evaluation criteria and process; judging committee structure and slide deck for judge training 
  • Support the communications team to develop the prize communications toolkit and press releases to promote and recruit participants.  
  • Produce slides and host an online webinar to kick-off the prize competition.
  • Join weekly team meetings to update the team on the status of the above deliverables. 
  • Produce a two-page document of lessons learned to inform future prize competition designs.

 

Qualifications:

  • Minimum bachelor of arts in international affairs, public administration, public policy, economics, business administration, or a related field with minimum five years of experience required. Master's degree preferred
  • Minimum five years of professional experience including demonstrated work in support of design and delivery of prize competitions required.
  • Experience implementing programs in low- and middle-income country context is required.
  • Experience designing scopes of work required.
  • Familiarity and experience working on anti-corruption, global health supply chains or the issues of falsified/substandard/counterfeit or diverted medicines is strongly preferred.
  • Familiarity with USAID results frameworks, standard indicators, and how monitoring, evaluation and learning fits into the program cycle is preferred. 
  • Strong writing and stakeholder management skills.
  • Ability to work with a global and remote team preferred.
  • Fluency writing and speaking in English required.

Pay Transparency Statement:

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation. We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $10,110 to $23,520 USD.
