We're seeking an experienced and strategic Operations Manager to join a warm and genuine team driving education reform in Vanuatu. This full-time role, based in Port Vila, offers the opportunity to contribute to national development priorities through effective program operations and leadership.
The opportunity

Key Responsibilities
As the Operations Manager, you'll provide strategic and operational oversight across all support functions of the program. You'll play a key role in ensuring financial integrity, efficient procurement, robust HR systems, and people leadership.
- Provide strategic and operational leadership across all program support functions
- Oversee financial management, budgeting, reporting, and fraud control
- Lead procurement and contract management for goods and services
- Manage HR operations, office administration, logistics, and ICT
- Ensure compliance with health, safety, and security protocols
- Support cross-program collaboration between VAESP and AAV
- Mentor program team in program operations, systems and efficiency
Selection Criteria
You're an experienced Operations professional with a strong background in finance. We're looking for someone with a proven track record of delivering results in a multi-disciplinary and multi-cultural team.
- Tertiary qualification in international development, finance, business, management or a related field (financial qualification desirable)
- Proven experience managing operations for large development programs, ideally with DFAT
- Strong financial management, HR, procurement, and administrative skills
- Demonstrated ability to lead teams, build capacity, and foster inclusive workplaces
- Excellent communication and cross-cultural skills
- Commitment to gender equality, disability and social inclusion, and safeguarding
