Niue Water and Wastewater (NWW) Program
The Niue Water and Wastewater Program, supported by Australia, aims to provide 24-hour access to safe potable water and improve wastewater management in Niue. The program focuses on four key areas: water supply infrastructure, wastewater infrastructure, water resource and quality management, and governance. Designed in two phases, Phase 1 addresses immediate priorities set by the Government of Niue (GoN), while Phase 2 completes the remaining activities. This comprehensive initiative strengthens Niue's WASH sector through targeted infrastructure and services, supporting sustainable water and wastewater solutions aligned with Australia's development investment.
About the role
As the Team Leader for the Niue Wastewater Project, you will be responsible for leading a dedicated team to deliver this vital new infrastructure, funded by the Department of Foreign Affairs and Trade (DFAT). We are looking for a resourceful Water Engineer with leadership capabilities who will hit the ground running and bring extensive technical expertise to the program to successfully oversee the delivery of NWWP. The Team Leader role will involve managing all phases of the project, from initial planning and design to construction and commissioning. This is a hands-on leadership position where you will be responsible for stakeholder engagement, managing project timelines and budgets, and ensuring all technical, environmental, and social safeguards are met.
Your leadership will be crucial in building local capacity and ensuring the long-term sustainability and success of this project.
Key responsibilities
- Lead all NWWP governance and management, including provide high-level direction, guidance and oversight of program activities, direction and management of program-level operations and performance, clearly established accountabilities for performance and governance of the NWWP team etc.
- Provide technical and utility management advice to key stakeholders
- Support NWWP through leadership of strategic planning, port-folio wide support, oversight, advice and direction across the program's operations and activities.
- Lead and manage activity development and delivery, including the design, implementation, management, risk management, reporting, financial management, and monitoring and evaluation services.
- Strengthen capacity and performance management support for project staff that builds knowledge capital, meets the needs and gaps of NWWP and creates a culture of learning and self-improvement.
- Guide development and integration of cross-cutting issues (e.g. environmental and social safeguards, gender and disability social inclusion, climate resilience and disaster management, localisation) across NWWP strategies, policies, planes, processes and procedures
- Establish and maintain an effective working and collaborative relationship between DFAT, GoN, NWWP, subcontractors, consultants, and other stakeholders to deliver required outputs and services
Selection criteria
- A tertiary qualification in Water and Wastewater Engineering, Water Resource Management or closely related field or university degree in an infrastructure-related discipline (e.g. civil or structural engineering)
- 15 years relevant experience, including at least 10 years of program management
- Proven senior level experience in delivery in the Pacific Islands.
- Advanced communication and interpersonal skills, and experience communicating effectively to a range of stakeholders in a cross-cultural environment.
- Ability to work in a multicultural environment with sensitivity, a team approach and respect for diversity.
- Demonstrated experience in integrating programmatic and cross-cutting thematic inputs into effective program delivery including gender equality, disability and social inclusion, climate resilience and environmental and social safeguards.
- International development experience: Deep understanding of Australia's International Development Policy and the Government of Niue's development priorities.
- Experience living and working in a resource constrained environment
- Hold a full driver's license or be willing to make your own arrangements for a driver.
